None of the countrys Nuclear Reactors is running, so utilities need to import fuel. But the weaker yen has made those imports more expensive. Finance Ministry Officials say the 2013 trade deficit was 11 trillion yen or 112 billion, marking its third consecutive annual deficit. The previous record was 68 billion in 2012.
