Republican senator rand paul used a procedural tactic to block the senate from speeding up the vote so that congress could meet the midnight debt line to approve the bill. Paul wanted senators to keep him on a vote. He protested the large price tag of the deal. Senate majority dealer Mitch Mcconnell and majority leader Chuck Schumer pleaded with paul objecting to the plan to allow the procedural vote to happen so they could finalize the deal.
