One of the major objectives of the U.S.-India civil nuclear deal was to bring India within the international nuclear nonproliferation regime by giving it both the rights and responsibilities broadly equivalent to those of the Nuclear Non-Proliferation Treaty (NPT) member states, without requiring it to officially sign the treaty. This allows India to maintain its nuclear weapons deterrent and to obtain access to civilian nuclear technology and fuel.

It is likely that we will see a triangular future evolve among theU.S., China, and India as they each pursue one another on abilateral basis. Given India's more active involvement in shapingAsia, the U.S. will need to begin factoring India into its broaderAsian policies.

The U.S. and India should extend their partnership on a globalbasis to all parts of the world and in some areas to accentuatewhat we can do together, including defense and industrial trade,military cooperation, counterterrorism cooperation, and the civilnuclear agreement.

In a vote Tuesday, the Singh government maintained the confidence of the Indian parliament by a surprisingly comfortable margin, clearing the way for the landmark nuclear deal that has been in the works for almost three years. The U.S. must now act as quickly as possible with the final steps necessary to consummate this historic agreement.

The U.S.-India civil nuclear deal cleared its toughestinternational hurdle this past weekend when the 45-nation NuclearSupplier's Group developed a consensus on approving civiliannuclear transfers to India for the first time in over threedecades. The NSG decision marks a significant victory for those whowelcome India's rising global economic and political influence andthe contribution New Delhi will make toward improving stability andsecurity in Asia in coming years.
