Full F2F classes to bring educ sector back on its feet: solons

(PNA File photo by Oliver Marquez) MANILA - Senators Joel Villanueva and Nancy Binay welcomed on Wednesday the plan of education chief, Vice President Sara Duterte, to resume full face-to-face classes by November with a few reminders to assure proper health protocols are strictly implemented in schools. Citing the National Economic and Development Authority's (NEDA) study saying that online or modular learning is only 37 percent effective compared to face-to-face learning, Villanueva said it is urgent for the country to get back the learning loss caused by the closure of schools and introduction of remote classes because of the pandemic. "Ayon din po sa NEDA, may kabuuang PHP11 trillion po ang mawawala sa bansa sa susunod na 40 years dahil sa suspension ng face-to-face classes at lost wages mula sa mga magulang na kailangang magpaliban ng trabaho para tulungan ang kanilang mga anak sa online classes (Also according to NEDA, the country will lose a total of PHP11 trillion in the next 40 years because of the suspension of face-to-face classes and lost wages from parents who need to be absent from work to help their children in online classes)," he said in a statement. Villanueva also urged the national government to maximize the booster vaccination of children aged 12 years to 17 years against the coronavirus disease 2019 (Covid-19) before November. "May ilang buwan pa po tayo para maihanda ang ating mga paaralan para sumunod sa minimum public health standards, gaya ng proper ventilation, at maghanda para sa contingencies base sa sitwasyon ng pandemya (We still have a few months to prepare our schools to follow minimum public health standards, such as proper ventilation, and also prepare for contingencies based on the situation of the pandemic)," he added, urging the Department of Health (DOH) to set a four- to five-month plan to achieve a target number of booster shots for the students. The senator said teachers should, likewise, have received a booster shot. Villanueva noted that the additional expenses, particularly the fares of students and teachers, should also be considered amid the high prices of fuel and other goods. Villanueva pledged to push for measures in the Senate that intend to add benefits for teachers and other personnel of public schools, state universities and colleges, and state-run technical and vocational institutions to ease the burden brought by the pandemic. Meanwhile, Senator Nancy Binay also called on the national government to ensure that all school staff members are fully vaccinated and that schools are fully compliant with safety protocols before the planned implementation of full face-to-face classes in November. She added that the necessary testing protocols must be in place to ensure the safety of teachers and students, as she urged the DOH to fast-track giving booster shots to learners. She also urged local government units to help the DepEd in mapping which schools are already 100 percent compliant with health protocols. DFA welcomes Manalo's appointment as top diplomat

(Photo courtesy of DFA) MANILA - The Department of Foreign Affairs (DFA) on Friday welcomed the appointment of seasoned career diplomat Enrique A. Manalo as its new chief. Manalo, who succeeded former Secretary Teodoro Locsin Jr., was warmly welcomed by ranking officials and employees at the agency. He arrived at the DFA in Pasay around 1:30 pm after he was sworn into office by President Ferdinand Marcos Jr. at Malacanan Palace in the morning. One of his first tasks was to join Marcos in receiving Korea's Special Envoy to the Presidential Inauguration, Rep. Kweon Seong Dong, on Friday, according to Philippine Ambassador to Korea Maria Theresa Dizon-De Vega. Manalo has been at the forefront in addressing several critical issues on foreign policy and has handled multilateral and bilateral work over the years. He was the Philippines' Permanent Representative to the United Nations in New York before he assumed office. Prior to that, he worked as Foreign Affairs Undersecretary for Policy and also served as Acting Foreign Affairs Secretary from March 9 to May 17, 2017. In a 2020 interview, he described his work at the DFA as challenging but at the same time "rewarding". "I've been in the DFA for forty years so certainly I found it very challenging (but) also very rewarding and of course sometimes you have your own disappointments so I would say it's been a combination of all of them but on the whole I found it rewarding," he said. Heavy rains trigger lahar flow in Mt. Bulusan

(PNAfile photo) MANILA - A small-volume lahar flow has been observed in Mount Bulusan, the Philippine Institute of Volcanology and Seismology (Phivolcs) reported early Monday. In an advisory at 1 a.m., Phivolcs said lahar flow began around 7:04 p.m. Sunday. This lasted 54 minutes during a period of thunderstorms over Sorsogon province. "Ocular investigation by the Bulusan Volcano Observatory confirmed thin channel-confined lahar deposits along Calang Creek in Barangay Cogon, Irosin, the major channel draining the southwestern slopes of Bulusan," Phivolcs said. On Monday, Phivolcs said that for the past 24 hours, seven volcanic earthquakes caused by movements or eruptions of magma from the volcano, were recorded. Moderate plume emission reached 150 meters tall; while sulfur dioxide flux was 559 tons on June 26. Alert Level 1 (low-level unrest) remains hoisted over Mount Bulusan. Those living within valleys and along river/stream channels, especially on the southeast, southwest and northwest slopes of the volcano edifice, should be vigilant against sediment-laden stream flows and lahars during heavy and prolonged rainfall. Phivolcs also reminded local government units and the public that entry into the 4-kilometer radius permanent danger zone must be strictly prohibited, and that vigilance in the 2-kilometer extended danger zone on the southeast sector must be exercised due to the increased possibilities of sudden and hazardous phreatic eruptions. Solar power for public schools eyed in Ilocos Norte

The solar panels will be initially installed at the rooftop building of the relatively new College of Medicine at the Batac campus of the state-run Mariano Marcos State University (MMSU). In a seven-page memorandum of agreement signed on Tuesday (June 7), the MMSU represented by President Shirley Agrupis, and the Ilocos Norte Electric Cooperative (INEC) represented by General Manager Felino Herbert Agdigos, agreed that INEC will install the 20-kilowatt grid-tied solar photovoltaic (PV) system to the MMSU building for free. Once installed, the MMSU will own, operate, and maintain the system, subject to applicable government rules and regulations. Both parties will, likewise, perform testing, inspection, repair, recalibration, and replacement of the solar PV system, while INEC will take charge of measuring the net energy output of the renewable energy resource. According to Agdigos, the PV system is composed of solar panels combined with an inverter, and other electrical and mechanical hardware that generate electricity from the sun. "This forms part of our initiatives to help ensure energy self-sufficiency in the country," he said. For her part, Agrupis said the university is thankful it was made a pilot site for the solar project. "We are glad to have been chosen for the solar project as we aim to be at the forefront of using renewable energy," she said. Meanwhile, the Department of Energy is also eyeing establishing Net Zero Energy Buildings (NZEB) in the university, in collaboration with the United Nations Development Program Philippines, the provincial government of Ilocos Norte, and INEC. Using solar photovoltaic distillery and biomass, NZEB produces enough renewable energy to meet its own annual energy consumption requirements, thereby reducing the use of non-renewable energy in an establishment. Batac honors hardworking farmers in weeklong festivity

FARMERS FESTIVAL. The city of Batac, Ilocos Norte on Monday (May 16, 2022) says it is once again hosting its annual farmers' festival. The festival is now on its 13th year of honoring the men and women in the city's agriculture industry. (City Government of Batac FB page) BATAC CITY - Officials and residents in the city of Batac, Ilocos Norte are once again showing their gratitude to their farmers through a weeklong festivity that includes activities like vlogging and doing TikTok challenges. Hosted by the city government of Batac and led by reelected Mayor Albert D. Chua, the week-long farmers festival will kick off on Tuesday, May 17, with a thanksgiving mass at the Immaculate Conception Parish in Batac City. "Agriculture remains as a major source of livelihood of Batacquenos hence, it is just fitting to recognize the hardworking men and women farmers who ensure there is enough food on the table for every home," he said. To encourage farmers to increase their productivity, various farm machinery and agricultural inputs like palay seeds, hybrid vegetable seeds, and drying nets will be distributed to them per barangay. Organizers, likewise, prepared several competitions for the farmers, like a vlogging contest and a Tiktok challenge, which will be presented for viewing and judging on Tuesday. Other highlights of the festival also include a painting and poetry contest, a search for the best local recipe, and a search for the best produce through its "pinaka"| (best) crops and fisheries competition, a photobooth and "gulayan sa barangay," a bike fun challenge, and a food bazaar. Over the years, farmers here get the most out of their produce. In the midst of the pandemic, Chua said he could not thank the farmers enough for sustaining the needs of the people during the hard lockdowns. Restrictions remain lax as Ilocos Norte stays under Alert 1

None of the 26 total active cases is currently admitted to the hospital, according to data from the provincial government. Dr. Josephine Ruedas, provincial health officer of Ilocos Norte, said in an interview Monday booster shots continue to be administered to the more than 600,000 target population. "To ensure our continuous protection, we need to have our booster shots," she said. Meanwhile, all schools in the province started progressive in-person classes on Monday. Under the guidelines, the Interagency Task Force on Infectious Diseases said there are no restrictions in terms of indoor and outdoor activities.
