　　集装箱属于标准化产品，按照长度划分主要有20英尺柜和40英尺柜两大类，其中20英尺柜是标准集装箱，英文缩写为TEU。海外市场向国内企业下订单后，工厂生产产品，集装箱和舱位一般会交给中介机构货运代理公司来安排。货代公司向船运公司订舱位，然后拿着订舱信息去码头的集装箱堆场提箱。
　　如今，企业发现当产品已经生产完毕，却无箱可运，商品只能堆积在仓库。过去，航运或者货运代理企业为了拉关系，甚至会给外贸企业“买水果”，不存在“一箱难求”。现在，外贸企业需要主动掏钱购买集装箱和舱位，还要看别人脸色。
　　上述厂家的遭遇并不是个案。广东一家生产电饭煲的企业负责人黄毅(化名)告诉《中国新闻周刊》，有时遇上集装箱短缺，就要暗箱操作。界面新闻报道，资源的短缺让“有关系”的“黄牛”有了更多的机会，他们打通与航运公司销售的关系，高价拿下舱位，再转手卖给货代或外贸商家，对外销售的价格自然要高出不少。
　　一箱难求的矛头指向了“黄牛”和船运公司。“马士基目前有一半以上的货量是根据签署的长期合同来安排运输，我们与客户达成的运价在合同期内是保持稳定，不受影响。”马士基大中华区一位负责人告诉《中国新闻周刊》，大家口中所说的运价上涨指的不是这类长期合同签订的价格，而是即期运价(三个月内的短期运价)。这位负责人解释，短期运价不是想报多少就报多少，上海航运交易所要求各大航运公司每周对运价进行备案，涨价也需要说明原因，而且也会有封顶价。
　　一般来说，航运公司会将长约合同之外的舱位放到自己的在线订舱平台。“就像订机票一样，放出来的机票，先到先得，没抢到那就是没有了。”一位国际航运公司工作人员告诉《中国新闻周刊》，货代公司从航运公司拿到舱位，再卖给不同的客户，这个过程存在可以做操作的空间。
　　“可是我们根本没有赚钱，只是代理而已，每个集装箱赚固定的100美元。”深圳一位小型货运代理公司老板对《中国新闻周刊》哭诉，以前合作的客户现在越过他们直接跟航运公司谈，他们这类小代理公司又被大代理压着，生存艰难。
　　上海交通大学董浩云航运与物流研究院院长助理赵一飞是航运研究团队负责人，他对《中国新闻周刊》解释，国际货运代理人在其中扮演了重要角色。班轮公司则根据每个港口腹地的经济发展水平来预估该港的集装箱生成量，由此规划其船队的舱位分配，最后将这些舱位分别“批发”给港口当地被称为“庄家”的少数国际货运代理人。这些庄家则各显神通，将获得的舱位直接销售给规模较大的托运人，或者“再批发”给中小货代，由中小货代“零售”给中小规模的托运人。这样的货代市场结构，形成了不同的集装箱海运价格。在舱位紧张的时候，“庄家”就用“定金”或者“抬价”的方式来锁定必要的舱位，这些定金增加了各级国际货运代理人运营成本，成为运价上涨的助推器。当然，市场中始终存在中小货代之间“舱位”再转让的情况，每一次转让都会增加一笔费用，最后到了托运人这边，就成为天价运费。
　　“一箱难求”传导到下游链条，甚至货柜车也变得抢手。“码头拥堵导致司机的长时间等待，要额外支付司机300元到600元。司机从码头提到空箱后，为赶时间通过高速公路到工厂，企业需承担司机的全程高速费约500元。如果赶不上轮船接重柜的时间，企业还需承担额外的柜租、码头堆存费、改船费约2000元。”电饭煲企业负责人黄毅介绍，在整个陆路运输环节，都出现了价格上涨的情况。
　　“盐田港暴发疫情时，有些车队喊价达到运输一个集装箱1.5万元。”黄毅无奈地说，他们为了一个集装箱找各路资源，耗费很多人力时间，最后运输司机还要加价7000元才肯接单。
　　各个环节扯皮，带来的是运输周期拉长。货运代理海事网站The Loadstar的数据显示，2018年，从盐田、上海到英国的运输时间分别为26天和31天，如今跃升至36天和42天。一家货运代理公司认为，这是“历史上最糟糕的运输时间，历史上最高的成本”。马克·莱文森在《集装箱改变世界》中介绍，“海运货物在路上每多花一天的时间，出口商的成本就会增加0.8%，这意味着从中国到美国13天的航行相当于增加了10%的关税。”
　　所有的努力是为了能够让商品顺利到达市场，如果延误，就会给企业带来很大影响。“像空调扇这类电器产品，10天运不过去，销售所在地天气最热的时间可能就过去了，错过了最好的销售时期。”广东万家达家用电器有限公司总经理吴文锋告诉《中国新闻周刊》。
