Abalos to sustain gains in anti-drugs drive

Razon) MANILA - Department of the Interior and Local Government (DILG) Secretary Benjamin "Benhur" Abalos Jr. vowed Monday to sustain the gains in the anti-illegal drugs campaign, saying he would even join in some of the operations. Abalos said the campaign would be continued but the Marcos administration would put greater focus on building up strong cases against illegal drug suspects. "The drug war will be pursued relentlessly in accordance with the oath I will be taking and the basis of the Constitution. That's it. I would like to mention to everyone in some of the drug raids sasama ako, sasama talaga ako rito (I will go with them) to show people and to give motivation to our police and to show them ang gagawing mga raids is in accordance with the law," Abalos said in a press conference. Abalos also lauded his predecessor, former Interior Secretary Eduardo Ano for a "fantastic job", having accomplished a lot in the past years. "The former DILG Secretary did well in the anti-illegal drugs campaign. Itutuloy lang natin 'yun (we will continue) but we will put greater focus in building up strong cases against illegal drug suspects to ensure that no cases will be dismissed and they will be spending the rest of their lives behind bars," he said. Abalos said they would "try our best" to end the drug problem in the next six years. He added that every illegal drug case filed should be "airtight" to avoid these cases from being dismissed based on technicalities. "We will try our best, we will really do our best. Siguro I will give emphasis aside from the police, 'yung sinasabi ko kanina. We will make sure na airtight ang kaso kasi maski manghuli ka na manghuli pero kung karamihan dismissed, balewala ito (We'll make sure the cases are airtight because if these are dismissed, then this is all for nothing)," he said. In most cases, Abalos noted that investigations are "deterred" as there are no witnesses to assist in the cases. "We will involve other concerned government agencies, and most importantly, the communities, to make sure that we have a comprehensive campaign against illegal drugs," he added. He likewise commended Philippine National Police (PNP) Acting Chief Lt. Gen. Vicente Danao, Jr. for the effective mechanisms against illegal drugs but established that in all of society's problems, "one must go to the roots and target the main source." "Maganda 'yung ginawa ni Gen. Danao (Gen. Danao did well), and I commend you and the PNP for the war against drugs. Aside from the law enforcement aspect, we should get to the root causes of the anti-illegal drugs problem and address all of these things in collaboration with other agencies of the government and stakeholders -- unemployment, education, family, and a host of other issues," Abalos said. In meeting the DILG's workforce, Abalos said he would fill up gaps to improve policies in major programs. "Hindi tayo ang pagsisilbihan, tayo ang magsisilbi sa kanilang lahat(We will be the ones served, we will be the one to serve all of them),'' Abalos said. He also put emphasis on sustaining the DILG's programs and initiatives and vowed to work on the provision of firetrucks, prioritizing the fire stations lacking equipment under the Bureau of Fire Protection and improving jail management through the Bureau of Jail Management and Penology. Cebu, nat'l govt settle row over mask policy: DILG

Speaking to reporters on the sidelines of a gun exhibit in Mandaluyong City, Ano said he talked with Cebu Governor Gwen Garcia and they both agreed to a compromise regarding the province's ordinance that made masks optional in outdoor and well-ventilated areas. "They are currently crafting an IRR (implementing rules and regulations) there to rationalize the wearing of a face mask and we will wait for the result of the IRR before we give further guidance. They will also craft how to enforce the ordinance rationalizing the wearing of face masks. So they will wait for that," he added. Ano earlier said the ordinance passed by the Cebu provincial board cannot supersede President Rodrigo Duterte's Executive Order (EO) 151 which mandates the use of face masks all over the country except in allowable circumstances. He emphasized that the country is still under a state of public health emergency and a state of calamity until September 12, 2022. Ano said the Philippine National Police will strictly enforce the mandatory face mask rule imposed by the President in Cebu and that all police officers who refuse to follow orders from higher authorities will be relieved of duty. Garcia argued earlier that the resolutions of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases are merely "recommendatory in nature". (PNA) }

Enrile will re-enter public service as Marcos' Presidential Legal Counsel-designate, Press Secretary-designate Trixie Cruz-Angeles said in a press statement. Cruz-Angeles said Enrile accepted Marcos' offer and vowed to serve the country and ensure the success of the incoming administration. "I will devote my time and knowledge for the republic and for BBM (Bongbong Marcos) because I want him to succeed," Cruz-Angeles quoted Enrile as saying. Enrile is one of the personalities who supported Marcos' presidential bid. The announcement of Enrile's nomination came two days after he bared the supposed plot by certain groups in the United States and the Philippines to "cause serious embarrassment and trouble for our newly elected President." Enrile, 98, served in government for over 50 years. He was acting Finance secretary from 1966 to 1968, Justice secretary from 1968 to 1970, and Minister of National Defense from 1972 to 1986. He spent four terms in the Senate and became the 21st Senate President during the 15th Congress from 2008 to 2013. Enrile also served one term in the House of Representatives as representative of Cagayan's first district. In 2016, Enrile announced his retirement from public service. However, he joined the 2019 senatorial race but failed to secure a Senate seat. Apart from Enrile, Guevarra will also be joining the Marcos Cabinet as Solicitor General, Cruz-Angeles said. She said Guevarra accepted the nomination during his meeting with Marcos at the President-elect's headquarters in Mandaluyong City on Thursday. Guevarra was chosen for his "sterling performance as a lawyer for over 30 years," Cruz-Angeles added. Guevarra earned his political science degree and graduated magna cum laude at the Ateneo de Manila University in 1974. He obtained his Master's in Economics degree from the University of the Philippines and took up law at the Ateneo School of Law. Guevarra, who placed second in the 1985 bar examinations, became a private lawyer in 1986 and started teaching civil law, criminal law, and administrative litigation at the Ateneo's law school in 1990. He also worked at the National Economic and Development Authority (NEDA) from 1977 to 1983. Guevarra was the Deputy Executive Secretary before being named to head the Justice department in 2018, replacing Vitaliano Aguirre II. Faustino, meanwhile, was designated by Marcos as Senior Undersecretary and Officer-in-Charge of the Department of National Defense (DND). Cruz-Angeles said Faustino, who retired as AFP chief on Nov. 12, 2021, will later assume as DND Secretary on November 13, or a year after serving the one-year ban on the appointment of retired military officers under Republic Act 6975. She said Faustino's situation was similar to the case of outgoing Interior Secretary Eduardo Ano who was designated by President Rodrigo Duterte as officer-in-charge and later assumed the Secretary position after the appointment ban lapsed. Faustino accepted the post when he met with Marcos on Thursday. Faustino, a graduate of the "Maringal" Class of 1988, is a Mindanao veteran who has served under the special forces, infantry, and intelligence posts. He was also the commander of the Joint Task Force Mindanao and was a commanding General of the Philippine Army before being appointed as the 56th AFP Chief of Staff. Marcos now has 23 Cabinet appointees. He earlier nominated his long-time chief of staff and spokesperson Vic Rodriguez as Executive Secretary, Vice President-elect Sara Duterte-Carpio as Education secretary, and Davao del Norte Rep. Anton Lagdameo Jr. as Special Assistant to the President. Marcos also named Arsenio Balisacan as NEDA secretary, Benjamin Diokno as Finance secretary, Amenah Pangandaman as Budget secretary, Alfred Pascual as Trade Secretary, and Felipe Medalla as Bangko Sentral ng Pilipinas governor. The other nominees to Marcos' Cabinet were Cruz-Angeles as Press secretary, Cavite Rep. Duterte set to announce next PNP chief today

President Rodrigo Duterte MANILA - President Rodrigo Duterte is expected to announce by Tuesday the next chief of the Philippine National Police (PNP). Duterte made the pronouncement in his prerecorded Talk to the People aired Tuesday morning over state-run PTV-4. This, after Interior Secretary Eduardo Ano submitted the names of police officials who are qualified to succeed outgoing PNP chief Gen. Dionardo Carlos. "Binabantayan nila kung sino ang next PNP chief (They are awaiting who will be the next PNP chief). I assure you that I will act upon the recommendation of Secretary Ano," Duterte said. Duterte said he is still reviewing the list of PNP officials who could be the next PNP chief. "I will review the whole recommendation pati 'yung ano ang nagawa nila, 'yung the whole biodata ng mga contender, and the history of their previous na trabaho nila sa gobyerno (and what they have done, the whole biodata of the contenders, and the history of their previous work in the government)," he said. Carlos is stepping down from his post on May 8 after reaching the mandatory retirement age of 56. On Wednesday, Ano said he had forwarded to Duterte the names of two officials who could be Carlos' successor. Among the officials who can succeed Carlos are Lt. Gen. Danao is new PNP deputy chief for ops

MANILA - Lt. Gen. Vicente Danao, the Philippine National Police's (PNP) No. 4 man as chief of the PNP Directorial Staff, will take over as Deputy Chief of Operations (DCO) officer-in-charge while retaining his current post, Interior Secretary Eduardo Ano confirmed Monday. Danao is replacing Lt. Gen Ferdinand Divina who reached his mandatory retirement age of 56 on May 2, six days before the scheduled retirement of PNP chief Gen. Dionardo Carlos. Ano said for now, Danao would assume the post vacated by Divina in an acting capacity pending President Rodrigo Duterte's approval on the replacements. "For the new DCO pero with approval pa rin ni Presidente (Rodrigo Duterte) but as of now because Lt. Gen. Divina has already retired, Lt. Gen. Danao will be taking it as parang OIC muna pending the approval of the President," Ano said in a phone interview. He said Danao is the most senior police officer and may assume the DCO post "by the operation of the law.'' He stressed the importance of filling up the vacancy, citing that the DCO head is also the commander of the National Task Force (NTF) for the May 9 national and local elections. On the retirement of Carlos, Ano said his service as PNP chief may only be extended in times of war or national emergency declared by Congress. DILG wants task force vs. vote buying reactivated

MANILA - The Department of the Interior and Local Government (DILG) is calling for the reactivation of the Task Force Kontra Bigay (TFKB) which aims to address reports of vote-buying. In a Laging Handa briefing Monday, DILG undersecretary and spokesperson Jonathan Malaya said vote buying during the election season is one of the biggest blows in Philippine democracy. Malaya said the Task Force Kontra Bigay was first activated during the 2019 midterm elections but implemented only at the provincial level. For the 2022 national and local elections, the department is proposing the task force's activation down to the municipal level. "Ngayong 2022 inaasahan ng DILG na kaagad agad ay maaprubahan na ng Comelec 'yung resolution reconstituting and reactivating the Task Force Kontra Bigay sa tingin ko naging matagumpay ito dahil meron tayong (This year, the DILG expects that the Comelec will immediately approve the resolution reconstituting and reactivating the Task Force Kontra Bigay. I think it has been successful because we arrested) 356 violators who were accosted by the dedicated anti vote buying teams of the PNP at meron tayong PHP12 million vote buying money that was confiscated which served as evidence," Malaya said. He said the agency would verify the status of the cases filed against persons who were accosted for being involved in election vote-buying activities during the 2019 elections. The inter-agency TFKB is composed of the Comelec, Department of Justice, Presidential Anti-Corruption Commission, DILG, National Bureau of Investigation, Philippine National Police, and Armed Forces of the Philippines. In a meeting with the Comelec, Malaya said they were informed that the resolution would be passed on Wednesday and a subsequent meeting with the task force members will follow after the Holy week. "I hope we can also focus on the prosecution of these people so that our countrymen can see that we are serious in our steps to prevent or at least reduce vote buying in our country," he added. Vote buying and vote selling are prohibited under Section 261 of the Omnibus Election Code. In a statement, Interior Secretary Eduardo Ano issued a warningto election candidates against vote buying and encouraged the public to submit complete sets of evidence that will point to the perpetrators of the illegal act. "The authorities should also tighten their vigilance on any kind of vote buying and most importantly, when our concerned citizens send reports, they will hopefully be complete details," Ano said. LGUs have until April 7 to form transition teams: DILG

DILG Undersecretary Epimaco Densing III (File photo) MANILA - Incumbent local chief executives have been given until April 7 to form their respective Local Governance Transition Team (LGTT) to ensure a smooth turnover of responsibilities to their prospective successors ahead of the May polls. In a Laging Handa briefing on Monday, Department of the Interior and Local Government (DILG) Undersecretary Epimaco Densing III said under the agency's Memorandum Circular (MC) No. 2022-029, LGTTs must ensure the safekeeping of records, documents, and assets during the election period and guarantee the smooth local governance transition of the new officials on June 30, 2022. "Based on the memorandum circular we issued, all local governments throughout the Philippines-provincial or municipality-must form a local governance transition team led by a local chief executive, of all department heads, a representative from the DILG, your local council secretary, and a representative from a civil society organization or people's organization," Densing said. He said LGTTs must conduct an inventory of LGU properties including immovable properties such as land, buildings, infrastructure facilities, and their improvements, and pieces of machinery made immovable as well as movable properties such as vehicles, office equipment, furniture, fixtures, and office supply stocks. The transition team must also gather, secure, and preserve all official documents and/or records of LGU official transactions; and, turnover accountabilities using the prescribed forms, in case of a new set of incoming elected officials, and update the list of accountabilities, in case of re-elected officials. An LGTT must likewise organize a turnover ceremony for the incoming local officials, to include a briefing on the governance assessment report and key challenges, on June 30, and ensure the accomplishment of the elective local official personal data sheet by the incoming officials to be submitted not later than July 11 to their Human Resources Management Office, Office of the Sanggunian (Municipal/City Council), and to the DILG Field Office. In a statement, Interior Secretary Eduardo Ano said all LGU assets, records, and documents, among others, must be turned over transparently and efficiently to a new set of elected local officials "for the seamless continuance of ongoing programs for the people." "Public service must not be hampered amid a possible transition of leadership in the LGUs. We remind our local chief executives (LCEs) that as early as now, they must form LGTTs to guarantee the continuity of public service and ensure that all assets are well accounted for upon the transition," Ano said. Among the official documents the LGTTs must secure are the 2021 Governance Assessment Report, contracts and loans agreement, Comprehensive Development Plan; 2022 Annual Investment Program; Comprehensive Land Use Plan; Public Service Continuity Plan; LGU's Citizens Charter; and, various full disclosure policy documents. "Along with the other LGU documents, the LGTTs are expected to ensure that the all-important LGU Devolution Transition Plan, in line with the implementation of the Mandanas-Garcia Supreme Court ruling and Executive Order No. 138, will be forwarded to the new set of local officials," Ano said. Global campaign to sanction PH officials 'baffling': Palace

In a statement on Tuesday, the International Coalition for Human Rights in the Philippines (ICHRP) announced that it has launched a campaign to impose sanctions on ranking officials who allegedly masterminded or took part in human rights violations. It is the first time any rights group is campaigning to enforce the Magnitsky Act, which authorizes the US government to sanction human rights violators globally by banning entry into the US and freezing their assets. Acting presidential spokesperson Martin Andanar dismissed the move as an effort to publicly "name and shame the Philippines before the international community." "It is baffling how it has come up with allegations of human rights violations of the Philippine government without validating the same with the appropriate authorities," he said in a press statement. Despite this development, he reiterated the government's commitment to actively engage with the international community in addressing the country's human rights concerns. "Again, as we are serious in resolving all human rights violations and abuses, alleged or not, we keep our doors wide open to this group for substantive and productive engagements. This would spare them from being a laughing stock among States that know better what is really going on in our country," he added. Meanwhile, Andanar emphasized the need to "protect" the Magnitsky Act from misuse. Aside from Duterte, the coalition is calling to impose sanctions on Senator Ronald "Bato" dela Rosa who spearheaded the anti-illegal drugs campaign called "Oplan Tokhang" when he was Philippine National Police (PNP) chief. ICHRP also wants sanctions imposed on former PNP chief, Gen. Debold Sinas, National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) members Gen. Jose Faustino Jr., Gen. Hermogenes Esperon, Lt. Gen. Antonio Parlade Jr., Defense Secretary Delfin Lorenzana, Interior Secretary Eduardo Ano, former Special Assistant to the President and Senator Bong Go, former presidential spokesperson Harry Roque, Quezon City Judge Cecilyn Burgos-Villavert, and NTF-ELCAC spokesperson Lorraine Badoy. The Magnitsky Act was enacted during the administration of former US President Barrack Obama in December 2012. Countries such as Canada and Australia have passed similar legislation. It was named after Russian tax lawyer Sergei Magnitsky who experienced reprisal after uncovering a tax fraud scheme linked to Russian officials. He was jailed in Russia and later died. In his virtual speech before the United Nations Human Rights Council's (UNHRC) 49th Session on February 28, Department of Justice (DOJ) Secretary Menardo Guevarra said the Philippines will be reviewing 250 more cases of deaths linked to the Duterte administration's campaign against illegal drugs. Guevarra told the UN body that four of these cases have reached Philippine courts for prosecution. He also affirmed the Philippines' commitment to sustaining its long tradition of constructive engagement with the UN even with the change in administration in June after the elections. (PNA) }
