let's go back to jack for the cafferty file. jack? >> the question this hour is what's behind america's surge in optimism. there was a 14-point jump just in the last month, and people who are feeling pretty good about the way things are going in the country. however, not these people agree. we're not so much optimistic as realistic. we all know the president will accomplish next to nothing. we're exhausted by the talk. we've moved to other things. we've come to accept 9% unemployment. no health care. higher costs, higher taxes. more people are passionate about the steelers and packers coming up in a couple of weeks than about the state of the union. paulette in dallas writes, i'm not buying it. give it time and the puck will drop. silvia says it's not real. the pollsters need to poll

that. how sad is that? >> well, it's sad, and every politician we have on cannot answer the question. you'd go after the programs, well, everything's on the table. no one will specifically say i'm going to go after medicare or social security or whatever it is. and that speaks to politics, as you know, joe. people not willing to make tough decisions because they don't want to get voted out of office. >> i can tell you, my 2-year-old is very angry. in fact, came up to me last night with a toy gun and said "let me tell you, my preschool is going to be armed and dangerous." they've got this michelle bachmann cartoon channel. i'm like, "what are you talking about, jack?" bad influence. actually -- here's the segue. do you know who's the happiest group of people in washington, d.c., right now? >> who? >> the white house. because michelle bachmann is going to trounce -- going to come and step all over paul ryan's response. >> yeah. >> and here you have a woman who has been unbelievably reckless,

you will cut spending. >> guys, don't go too far away. thank you very much. let's get to jack cafferty right now. he's got the cafferty file. jack? >> turns out, wolf, that you can add politics to the list of things that women do better than men. by the way, that's a long list. the daily beast reports on a new study that shows female politicians are among the most productive and persuasive in the country. the research in the american journal of political science is the first to compare the performance of male and female politicians. and it shows that women do a better job at both securing pork for their home districts and shaping policy. between 1984 and 2004, women politicians won about $50 million per year more for their districts than men did. and as for policy, women sponsored more bills than the male counter parts. the women's politicians bills made it further through the legislative process, got more media attention. the authors say this is because women do a better job at, quote,

tomorrow's state of the union address is certainly on jack cafferty's mind. jack is here with the cafferty file. jack? >> in light of the tucson shootings, we may in fact be in for a very different state of the union address tomorrow night. the president's annual message to congress is usually full of partisan theatrics. one half of the room applauds and stands and the other half sits on their hands looking miserable. last year supreme court justice samuel alito mouthed the words "not true" when president obama criticized a supreme court decision. partisan rancor and rudeness were on full display several times last year. remember when a republican congressman yelled out "you lie" in the middle of the president's speech on health care? it's highly unlikely we're going to see anything like that tomorrow night. let's hope not. the mood is different this time. president obama and other lawmakers have been talking about changing the tone of the dialogue in washington. in a video preview of the speech, the president calls on the nation to come together and

>> other analysts points out russia is a key u.s. ally in the war in afghanistan and very important in the shipment of goods into afghanistan. if that caucuses region is destabilized again, it could be very dangerous right now, entirely connected to afghanistan. >> the price of oil, the worldwide price of oil which is already high could get even higher. >> another reason for americans to care. russia is a big oil and gas producer for europe. all oil prices around the world are interconnected. if russia goes through with another insurgency or it implodes somewhere in the region, the price of oil for all of us could be ached. >> there's a lot at stake what's happening in russia. thanks very much. being president of the united states is certainly one of the toughest jobs in the world if not the toughest. jack has thoughts on that and here with the cafferty file. >> the 2012 presidential campaign will soon get into high gear. before it does, here's something that's worth thinking about.
