The payment exemption reduces that because it encourages or allows people to park as long as possible, up until the street needs cleaning, which can be 3 days or a week in some parts of the city. The low income you need to think about making exemptions for people who need to go to the doctor and employment and i think the key word is we need to be flexible and this is a problem and people who misuse the disability placard should be punished to the full extent of the law.
