Antique town opens Covid-19 facility to dengue patients

Disinfection to kill dengue mosquitoes and other viruses (PNA file photo) SAN JOSE DE BUENAVISTA, Antique - This capital town of Antique province has opened its coronavirus disease 2019 (Covid-19) temporary treatment and monitoring facility (TTMF) to dengue patients to prevent overcrowding of the provincial hospital. San Jose de Buenavista Mayor Elmer Untaran said in an interview Monday that they reopened their TTMF, closed for several months now because of the Covid-19 cases, to cater to dengue patients. "Right now, six dengue patients are there," he said. Sheree Vego, a nurse at the Antique Integrated Provincial Health Office (IPHO), said they recommended for the local government units (LGUs) to initially manage dengue patients without warning signs yet, like abdominal pain and bleeding, during a meeting with municipal health officers on June 14. "The IPHO also recommended for the LGUs to use their infirmaries or Covid-19 TTMF that are no longer being used so that the hospitals in the province will not be full," she said. She said San Jose de Buenavista patients are provided with food and other medical needs for free while they are in the Covid-19 TTMF. San Jose de Buenavista has 218 dengue cases as of June 19, the highest among the 18 municipalities of the province. To date, the province has 979 total, including four deaths. During the same period last year, there were only 215 cases and one death. (PNA) }

Petinglay) SAN JOSE DE BUENAVISTA, Antique - Members of the Electoral Board (EB) who rendered services during the May 9 elections are advised to claim their honorarium in municipal election offices where they served. Antique Provincial Election Supervisor Wil Arceno, in an interview Thursday, said they have started releasing the honorarium of the teaching and non-teaching staff of the Department of Education (DepEd) since May 14 and they intend to complete it by Friday or next week. Each board is composed of a chairman, a poll clerk, and a third member. "The Municipality of San Jose de Buenavista is the first town to have already released 100 percent of the honorarium of the BEIs (Board of Election Inspectors) and their support staff," Arceno said. San Jose de Buenavista has 60 clustered precincts. Throughout the province, 2,382 DepEd teachers and non-teaching staff were tapped as members of the board. Other municipal election officers are asking for an extension since they are either on official business or cannot get it now, Arceno said. The Comelec official thanked the DepEd staff who rendered services despite some glitches, particularly those that encountered problems with their vote-counting machines. "The teachers really did their best so that we could have a successful election," Arceno said. The election in Antique had a high turnout of 87.17 percent; 338,242 of the province's 387,998 registered residents went out to vote on Election Day. (PNA) }

(PNA photo courtesy of San Jose de Buenavista LGU) SAN JOSE DE BUENAVISTA, Antique - The economy of Antique's capital town San Jose de Buenavista is starting to pick up since its de-escalation to Alert Level 1 on April 1. During a media interview Wednesday, San Jose de Buenavista Mayor Elmer Untaran said the downgrading by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF MEIDS) of their municipality has enabled the malls and other business establishments to reopen with 100-percent capacity. "Sooner, the movie world here in our town will also reopen," he said. The Robinsons Mall in San Jose de Buenavista, which operates the only movie house in the municipality, had already manifested its intention to reopen. Untaran said even children aged 5 years and below are already allowed to enter the malls with their parents or guardians to dine or shop with them provided they wear face masks. "Since we are already under Alert Level 1, we will be celebrating our 'Tiringbanay' Festival on April 30 and May 1," he said. The Tiringbanay, which means being together, is a yearly festival being looked forward to by residents of San Jose de Buenavista who come home to their hometown for their family gatherings and to attend the feast of their patron, St. Joseph the Worker. Cultural presentations, exhibits of local products, and various other activities were held. However, the festival was stopped because of the pandemic. "Our celebration this year will still be simple though with the holding of the medical-dental activity on April 30 and a mass on May 1," he said. Untaran said that although their hometown has already been reclassified under Alert Level 1, residents are reminded to continue implementing strictly the health protocol, such as wearing of facemask and safe physical distancing. San Jose de Buenavista has been reclassified under Alert Level 1 because of its high vaccination accomplishment of 98.21 percent, which is equivalent to 52,578 individuals already fully vaccinated based on the Integrated Provincial Health Office report on April 1. Jeffrey Gabucay, 4Ps Provincial Link in Antique, said in an interview Friday that Antique was the first in Western Visayas to launch the sealing of the cash cards on January 13 after they discovered some grantees pawning them to loan sharks, which is prohibited. "Being a grantee of the 4Ps is a privilege and so they should make sure that they use their cash grants accordingly," Gabucay said. After the grantee receives the cash grant, the card, which is similar to an ATM card, is placed inside a short white mailing envelope by a Pantawid worker and will be sealed with a Pantawid sticker affixed with the signature of the program's Municipal Link. This would make it easy to detect if the grantee opened the envelope earlier than the next payout schedule. "The grantee will then be subjected (to) investigation under the Grievance Redress System for their eventual termination from the 4Ps," Gabucay said. The pay-out for the province's 27,160 grantees started on January 13, covering their October to November 2021 grant with a total allocation of PHP117,954,000. The sealing of cash cards began in Jose de Buenavista with 1,723 grantees. "Based on our monitoring, those who had used their cash card as collateral suffered even further because of the 20 percent or so interest being charged by loan sharks," he said. The result of their intensified monitoring in 2021 showed that 17 grantees pawned their cash cards in October, 110 in November, and 30 in December. "There was really a spike last November 2021 with 110 grantees that we decided to already seal their cash cards starting this year," he said. Before the sealing, the grantees are briefed on the legal basis to include Section 32 of the Republic Act 11310 or An Act Institutionalizing the 4Ps, creating a Grievance Redress System, and the Pantawid Operation Manual, among others. The amount given to cash grantees varies. Children of beneficiaries enrolled in elementary receive PHP300 per month, PHP500 for junior high school, and PHP700 for senior high school. A household is also given PHP750 for health and PHP600 for rice subsidy per month. (PNA) }

Antique on Alert Level 3 due to rising Covid-19 cases

Antique Provincial IATF on Covid-19 secretary Margie Gadian said with the reclassification, Antiquenos shall expect stricter policies. "The Provincial IATF will be meeting Friday in order to come up with new policies that will take effect immediately also," she said in an interview Thursday. Gadian said they are advised to stay at home if possible and strictly observe the minimum health protocol such as wearing of face mask and observing safe physical distancing. Gov. Rhodora Cadiao, in a press statement, advised people to avoid gathering especially if they do not belong to the same household. "Since the disease is fast spreading and affects whole household, immediate isolation of individuals with symptoms is necessary so as not to affect other members, and seek medical advice if needed," the governor said. Based on the latest report of the Integrated Provincial Health Office (IPHO), the province on January 12 has 212 active cases out of the total 6,352 total confirmed cases, 5, 851 recoveries, and 289 deaths. Meanwhile, San Jose de Buenavista Mayor Elmer Untaran, in virtual press conference on Wednesday, said 10 barangays in his town are under granular lockdown since January 10 for having four or more Covid-19 cases. "The barangays under granular lockdown for two weeks are Atabay, Badiang, Funda-Dalipe, San Pedro, Supa and barangays 1, 2, 3, 4, 5," he said. San Jose de Buenavista, as of January 12, has the highest number of Covid-19 cases in the province with 111 active cases; 104 are under home quarantine, five are admitted at the Angel Salazar Memorial General Hospital (ASMGH) and two at the Temporary Treatment and Monitoring Facility (TTMF) in Barangay Dalipe. DOLE assists more than 2K child laborers in Antique

Petinglay) SAN JOSE DE BUENAVISTA, ANTIQUE - The Department of Labor and Employment (DOLE) in Antique has extended assistance to 2,086 child laborers this year despite the restrictions due to the pandemic. DOLE Antique Labor and Employment Officer III Benjie Requintina, in an interview Wednesday, said the assistance received by the children range from school supplies, educational cash assistance, skills training, and hygiene kits, among others. Child laborers in the province are in the age group of 15 and below and mostly work as helpers in households, fishponds, and charcoal factories. DOLE is part of the Child-Friendly Movement Team in the province with the Antique Provincial Planning and Development Office (PPDO) and Philippine National Police, among others, as members. Mayor Elmer Untaran, who delivered his State of the Children's Address (SOCA) on November 29 as part of the Children's Month celebration, said their LGU, despite the constraints of the pandemic, was able to ensure the four rights of the children -- survival, development, protection, and participation. "San Jose de Buenavista continuously implements policies, programs, projects, and activities that promote and protect children's rights for it believes that every child must have a holistic and wholesome opportunity for growth and development," Untaran said. He said the opening of their new Rural Health Unit (RHU) beside the municipal building will ensure that the medical needs of children and other constituents will be efficiently provided. The provincial government has also appropriated more than PHP7 million through its Special Education Fund (SEF) to supplement the needs of the 24 elementary and two secondary schools in the municipality. "We have allotted budgets for all learning essentials such as paper, ink, printers, laptops, risograph machines, and other resources needed for the reproduction of learning modules, activity sheets, and supplementary reading materials of our children," Untaran added. Children in need of special protection are also provided with counseling while women and children who are victims of abuse, neglect, and exploitation are sheltered at the Kabalaka Center. "I am also happy to announce that we are in our final process to pass our amended Children's Code that will surely impact the welfare of our children," he said. The Children's Code will further ensure all policies and plans of the provincial government are responsive to the emerging needs of diverse groups of children such as infants, toddlers, school-age as well as out-of-school youth. This year's celebration anchors on the theme, "New Normal na Walang Iwanan: Karapatan ng Bawat Bata Ating Tutukan (No One is Left Behind under the New Normal: Focus on Children's Rights)". (PNA) }
