Overall, transit has little chance of reducing congestion in urbanareas. Spending large sums of money to get a few drivers out oftheir cars risks losing sight of transit's main mission: providingmobility for people who cannot drive. Genuine transit advocateswould focus on that mission, while those concerned about congestionshould find new tools, such as congestion tolls, that would reducecongestion and fund needed improvements in the highway system.
