In a virtual public briefing on Monday, Comelec commissioner George Garcia said extra security measures are in place for the conduct of special elections in the municipalities of Butig, Binidayan, and Tubaran on May 24. A total of 8,295 are expected to cast their votes. "Hahabulin po namin sila. At the same time, tandaan po natin na napakaliwanag 'yan sa Section 261 sa Omnibus election code na ang ganitong klase ng panghahablot at pagkuha ng election paraphernalia ay isang election offense (We will go after them. At the same time, they should remember that it is clearly stated in the Omnibus election code that snatching of election paraphernalia is an election offense)," he said. The Armed Forces of the Philippines and the Philippine National Police have deployed more personnel to ensure the special polls will not be disrupted. "Sisiguraduhin natin na lahat ng botante sa mga presintong yan sa labing apat na [barangay] ay makakaboto sa Mayo 24 (We will make sure that all the voters in those precincts in 14 villages can vote on May 24)," Garcia said. Comelec's deputy director for operations is already readying actions against the reported violence, including criminal charges, he added. "For the meantime, naka-focus pa po kami sa paghahanda para po sa ating special elections kasi gusto po natin na matuloy 'yan para ipakita sa mga naghahasik dyan ng lagim at saka sa mga pumipigil na magkaroon ng malayang pagboto ang ating mga kababayan na hindi magpapatinag lalo na ang Comelec (For the meantime, we are focusing our efforts on the special election so that we can show them -- those who are sowing fear and preventing the conduct of free elections - that the Comelec will not budge)," he added. Post-election violence was also reported by the Lanao del Sur Police Provincial Office on May 12, citing some election officers, a municipal treasurer, and other canvassing staff harassed by supporters of candidates as they were about to start canvassing on May 10. "The commotion caused the stoppage of canvassing momentarily and the Municipal Board of Canvassers headed by the Election Officer decided to transfer and continue the canvassing process at Lanao del Sur Provincial Capitol in Marawi City due to security threat," the statement read. Escorted by the police and military, the staff transferred all election paraphernalia, including vote counting machines, to the capitol. So far, the Comelec had already canvassed 159 out of 173 Certificates of Canvass. The remaining 14 are from overseas voting. Meanwhile, Garcia assured that the poll body will heed President Rodrigo Duterte's call to investigate all election-related fraud and violent incidents. "We need to look deeply into those incidents and investigate them, not only to punish the ones involved but also to prevent these from happening in the future," he said in Filipino. (PNA) }

PNP beefs up security in NCR as F2F classes start Dec. 6

MANILA - Philippine National Police (PNP) chief Gen. Dionardo Carlos has ordered all unit commanders in the National Capital Region (NCR) to increase police visibility as the pilot implementation of limited face-to-face (F2F) classes starts Monday in 28 public schools across the metropolis. "The resumption of the face-to-face learning setup is not new anymore for us since other schools have already started this last November. We just have to follow the template and remind our police personnel to strictly limit themselves from going inside school premises unless there is a request for security assistance," Carlos said in a statement on Sunday. He said the PNP will do its best to keep students as well as school personnel away from harm. By doing so, police will only provide a limited presence outside the school compounds except in emergencies when police assistance is sought by school authorities, he added. Carlos also reminded the students, parents and guardians to still practice the minimum health protocols against coronavirus disease (Covid-19) such as wearing of face mask, safe physical distancing and frequent hand washing. He assured local government units and health authorities of PNP assistance in implementing the minimum public health standards in school premises. Meanwhile, Carlos ordered a probe into a shooting incident inside the Mindanao State University (MSU) in Marawi City, Lanao del Sur last Dec. 2. "We are alarmed by this act of violence displayed inside a campus. I have ordered the concerned police unit to resolve this case at the soonest possible time," he said. A report from the Lanao del Sur Police Provincial Office stated that the victim, Aripodin Darayno Mamacuna, 21, was walking inside the campus when he noticed that a group of men was following him. He proceeded to the MSU grandstand to hide but was caught and beaten up. Onlookers tried to stop the attackers but were shot at by the suspects. An off-duty PNP personnel, who was watching the awarding ceremony of a sporting event at the grandstand, immediately responded to the site, which resulted in an exchange of gunfire. One of the suspects was hit in the arm, prompting his group to run away. The suspects were identified as Macaraya Saripada Armama, Banjo Saripada, and Rakim Saripada -- all of legal age and residents of Barangay Rapasun, Marawi City. The victims, on the other hand, were identified as Aripodin Darayno Mamacuna, Anwar Dimaodin Kiram, and Mohaimen Batal Maba. Carlos said the PNP is still establishing the motive of the attack, not discounting the possibility of a gang war. He said the PNP advises strict parental supervision over the youth. (PNA) }
