In our last issue we noted that while we were greatly relieved that Trump was gone, we also recognized “Biden represents the status quo ante, the policies of the Democratic Party” and suggested “any progress under Biden will be the result of militant pressure from mass social movements, including organized labor.” Several months into the new presidency, this seems an accurate description if we change “any” to “significant progress.”
Biden has adopted a different economic strategy for preserving U.S. capitalism that some are calling neo-Keynesianism. He favors increased social spending to be paid for with modest tax increases on corporations and the wealthy, if this will strengthen Washington in its escalating contest with Beijing for global hegemony. At the same time, Biden has failed to cut the military budget and, despite extending the DACA program for undocumented immigrants who arrived in the country as children, has maintained a brutal border regime, continuing to lock children up in horrific conditions. He tried to leave in place Trump’s historically low limit on refugees until public pressure forced him to reverse himself.

The Making of Global Capitalism: The Political Economy of American Empire (Panitch and Gindin 2012), the late Leo Panitch and I argued, almost a decade ago, that prevailing notions of an inevitable inconsistency between the national place of states and the international space of production were too mechanical. And alongside that, we argued that the staying power of U.S. leadership, repeatedly underestimated in the past vis-à-vis challenges from Japan, Europe, and Asia, was now being misjudged again.

Monthly Review | Leo Panitch's last Socialist Register: "Beyond Digital Capitalism" (Marx and Philosophy Review of Books)


“Completed ‘under the difficult conditions created by the pandemic’ (xiii) the 2020 edition of the
Socialist Register seeks to ‘analyze the nature of digital capitalism and its contradictions’ (ix), doing so ‘within the history of technological change’ (x). In selecting this topic, the late Leo Panitch and Greg Albo’s goal was to highlight the extent to which ‘digital technology has become integral to capitalist market dystopia’ (ix), a necessary task given the prevalence of ‘cyber-utopian’ (ix) and ‘techno determinist’ (x) thought in the public and private realms. This kind of ‘celebrant’ ideology, which Robert McChesney (2013) outlined so well recently, provides a social license for centi-billionaires like Elon Musk, Bill Gates and Jeff Bezos to continue to have a disproportionate say in directing investments, allocating resources and setting the terms of production. In laying out this agenda, Panitch and Albo rightly place greater emphasis on ‘capitalism’ than the adjectival ‘digital’, effectively suggesting that regardless of the various affordances platforms, algorithms and code may provide, in the first instance they are shaped by the imperatives of capital. Theirs is a welcome addition of materialist and class analysis to the general literature within Science and Technology Studies through demonstrating how digitalization is used to expand and deepen capitalist social relations….

At first blush, Joe Biden’s election as U.S. president brings respite from a world threatened by Donald Trump’s climate-denialist, dictator-coddling, xenophobic, racist, misogynist, rules-breaking regime. On second thought, 2021 will also initiate an unwelcome restoration of legitimacy to Western imperialism akin to Barack Obama’s rule.
“Biden’s” (2020) recent
Foreign Affairs article began by stressing how since 2017, “the international system that the United States so carefully constructed is coming apart at the seams.” In reconstructing imperialism, Biden may draw upon a legislative and public-advocacy record dating to the 1980s, based upon consistent service to several internationally ambitious circuits of U.S. capital:
