The Geneva Conventions enjoy universal acceptance, even seven decades after their adoption. Their integration into domestic law and military doctrine continues to prevent and minimize the human cost of armed conflict, while preserving a minimum of human dignity in times of armed conflict.
However, as methods, means and geography of warfare are transformed, the implementation of international humanitarian law (IHL) faces new challenges. The International Committee of the Red Cross (ICRC), in collaboration with the Bandaranaike International Diplomatic Training Institute (BIDTI), organized a series of webinars to raise awareness and promote discussion on selected contemporary challenges to IHL, based on the fifth Challenges Report published by the ICRC. ....

OPENING REMARKS
Good morning,
I am so pleased to be able to join you for part of this workshop, which I’m confident will help us along the path to developing New Zealand’s national policy on the issue of Lethal Autonomous Weapons Systems.
In taking on this portfolio I’ve been keen to bring some strong political impetus to disarmament and arms control. I see my role, broadly, as being two-fold – ensuring that New Zealand continues to have a vibrant domestic community of activists, experts, and politicians dedicated to these issues, while also making sure the Government plays a proactive and constructive role in international, through the various avenues available to us. These are interdependent goals – New Zealand cannot contribute strongly internationally if we don’t have the expertise to call on at home, but likewise few people will be willing to dedicate their lives to these matters if they perceive the Gov ....

With the extremely rapid advances in technology made in the twenty-first century, many aspects of human life have transformed irrevocably. One of the most significant changes involves norms regarding the commission of intentional, premeditated homicide by governments. The practice is today termed “targeted killing,” but it differs only in the implement of death from what in centuries past was called “assassination” and deemed illegal. Black-ops involving shady assassins who stalk and eliminate perceived enemies under a cloak of secrecy are no doubt still carried out by governments. But the use of unmanned combat aerial vehicles (UCAV) or lethal drones to stalk and eliminate terrorist suspects in lands far away is openly acknowledged and has been largely accepted by politicians and the populace alike as one of the military’s standard operating procedures. ....

A Sierra Leonean, Ambassador Yvette Stevens (M.Sc., DIC., FSLIE, MIET) has won the 2021 Imperial College Distinguished Alumni Award
