Cost Control in the Medicare Drug Bill Needs Premium Support, Not a "Trigger"
The trigger proposal will do little if anything to hold down themushrooming taxpayer cost of Medicare. It could easily be evaded bypoliticians who are adept at circumventing or simply ignoringspending controls. Moreover, even if it did work, it would do so byincreasing government controls on doctors and hospitals to thedetriment of patients. Needed instead is a firm commitment byCongress to an effective premium support mechanism.
