The U.S. Postal Service filed notice with the Postal Regulatory Commission (PRC) requesting approval to make certain Mail Classification Schedule (MCS) changes to establish two Mail Growth Incentives - a First-Class Mail Growth Incentive and a Marketing Mail Growth Incentive.
