Philly City Council votes to stiffen penalties against dirt bike riders

New legislation passed by Philadelphia City Council would classify dirt bikes and dune buggies as illegal street vehicles — just like ATVs. Violators would be subjected to a $2,000 fine and have their bikes confiscated by police. City Council also is exploring a location where people can ride the bikes recreationally.
