Sagay City opens most modern LGU bus terminal in NegOcc

Situated in Barangay Poblacion II, the PHP156.684 million Sagay City Public Bus Terminal comprises a two-storey glass building and a parking space designed by Architect Wendel Duran. "We constructed this to afford our residents, tourists and travelers a world-class bus terminal for a safe and convenient travel," said Mayor Alfredo Maranon III, who led the inauguration as part of the city's 26th Charter Anniversary rites, before he completes his third and final term on June 30. The construction of the public transport terminal was by the city's development fund amounting to PHP25.684 million and a PHP131 million term loan from the Land Bank of the Philippines. The state-of-the-art structure, which can accommodate up to 18 buses, features a radio frequency identification technology that will be adapted in its toll fee mechanism similar to that being used in the toll plazas of the North Luzon and South Luzon Expressways. The 7,715 square-meter structure also has a designated parking space for tricycles and mini-buses and a waiting area with a seating capacity for 220 people. Some 28 closed-circuit television or CCTV cameras have been installed in the vicinity. It has 21 stalls with two large rentable spaces, a metal detector machine at the entrance, and a telephone/paging layout plan. The bus terminal is one of the landmark projects under the administration of Maranon, who has been elected congressman of the second district in the May 9 elections. (PNA) }

Titled "Amon Banwa sa Lawod" (Our Island of the Mangrove Moon), the movie was shot for 10 days between April and May this year. "The film would articulate the mangrove community, resurrect the lives of the people living and dead, their struggles and simple joys, their resilience, and connection with the environment, and their relationship with the sea and their protection of their mangrove island," Juan said in his director's statement. He noted that all these sustain the community as a source of food, economic survival, and protection from huge flooding in the typhoon and monsoon seasons. The film was shot with the permission and participation of the locals, including fisherfolk, children, and island people, who served as spot and supporting actors. Actors from Sagay and Bacolod, most of them acting for the first time, starred in the "Amon Banwa sa Lawod". Written by Juan and award-winning Sagaynon filmmaker Mark Garcia, who also served as an assistant director, the film, devised from the play "Our Town" by Thornton Wilder, revolves around the memories of the island centered on the life, love, and passing of the people. "The central dramatic line grows from the everyday resilience of fisherfolk, living by hope, work, and faith, confronting a global problem: the erasure of a people's historical existence by power structures and neo-colonial moves on the high seas," Juan said. "I thank the city government of Sagay and Mayor Alfredo Maranon III for helping create a film that will speak of our people's beauty. In these crucial times we need to consolidate creative forces," he added. Garcia said Juan had been planning to shoot in Suyac Island even before the pandemic. "It was a dream come true for him as the discussion to pursue the production happened again in December last year. We had to discuss most of the preparations online, including the script. The story was devised from a play, but the script was all inspired by the island, its people, and their ways of life," he added. "Amon Banwa sa Lawod", produced by the US-based Kellogg Institute for International Studies, Erehwon Center for the Arts, the Performance Laboratory, Negros Cultural Foundation, and the City Government of Sagay, is set to hold an international premiere next year and will have local screenings in Suyac Island, Sagay City proper, and The Negros Museum here. Maranon, who is outgoing mayor and congressman-elect of Negros Occidental's second district, said the city government supports the creative undertaking with the belief that film is powerful and persuasive. On Monday afternoon, the surrenderers were presented to the City Task Force to End Local Communist Armed Conflict (CTF-ELCAC) chaired by Mayor Alfredo Maranon III in rites held at Balay Kauswagan, four days after they turned themselves in on February 10. Lt. Col. Ryan Manongdo, commander of 6SAB, told the Philippine News Agency the former rebels will remain in their custody while they are completing the requirements to avail of the benefits under the Enhanced Community Local Integration Program (E-CLIP). "We assure the three individuals and their families we will do everything in our capacity to help them improve their lives through the programs of the government. I hope their surrender will inspire the other members of the communist-terrorist group to lay down their arms," he said. Those who surrendered were Ka "Nike" and his partner Ka "Aiza", and their comrade Ka "Allan". Manongdo said the couple belonged to the NPA's South West Front (SWF) operating in the southern part of Negros Occidental, who engaged the 6SAB troops in Ilog town last September. The clash claimed the lives of four rebels and injured two others. Ka "Nike", previously a squad leader of the Northern Negros Front (NNF), met Ka "Aiza" when he was deployed to the SWF, where she was assigned as an assistant medic and participated in the NPA's recruitment activities in the towns of Hinoba an, Ilog, Candoni and Kabankalan City. Thinking about the future of their two-year-old son, the couple surrendered to pursue a peaceful life, the 6SAB said. Ka "Allan", who was under the NNF, was conducting was mass work activities in several towns and cities in the northern portion of the province before his surrender. According to the 6SAB, he is already tired of fighting for a lost cause and wants to live a normal life. In Negros Occidental, the 6SAB has been implementing the counter "white area" operations in Barangay Guintubhan, Isabela; Sitio Balik Balik in Barangay Tabu, Ilog; and Sitio Manara, Barangay Puey, Sagay City to reach out to communities currently or formerly influenced by the CPP-NPA. Northern Negros college to become state university

BACOLOD CITY - The Northern Negros State College of Science and Technology (NONESCOST) in Sagay City, Negros Occidental is on its way to becoming the State University of Northern Negros (SUN-Negros), following the Senate's approval of House Bill (HB) 10283 for its conversion. In a statement on Wednesday night, the city government said Second District Rep. Leo Rafael Cueva and Mayor Alfredo Maranon III thanked Senator Joel Villanueva, chairman of the Senate committee on higher, and technical and vocational education, for sponsoring the bill passed during the third and final reading on January 31. "This is just one step into becoming a law," said Cueva, principal author of HB 10283. In his letter addressed to Villanueva, the Negrense lawmaker thanked the senator for not just sponsoring the bill, but also exerting efforts to have it passed on third reading. The college administration, led by president Renante Egcas, also acknowledged Villanueva for the support in such as another milestone for NONESCOST. "It takes a village to achieve universityhood, and NONESCOST is always grateful for all the help and strong support we receive from our very own community," it added, also thanking Cueva and Maranon. The mayor's father, the late governor and congressman Alfredo Maranon Jr., was known as the "Father of NONESCOST" for being the author of the law, converting the Iloilo State College of Fisheries-Sagay Branch (ISCOF-SB) into the NONESCOST under Republic Act 8448 on Jan. 9, 1998. Starting as the Old Sagay Barangay High in 1970, it was converted into a municipal high school in 1978 and in the same year, was transformed into an extension campus of ISCOF. Sagay City requires drivers, market vendors to be fully vaxxed

BACOLOD CITY - The City of Sagay in Negros Occidental has required public utility vehicle drivers and operators as well as market vendors and lessees to be fully vaccinated against coronavirus disease 2019 (Covid-19). The directive is included in the Executive Order (EO) 2, series of 2022 issued by Mayor Alfredo Maranon III released by the City Tourism and Information Office on Wednesday. It seeks to "ramp up demand for vaccination to the extent allowed by law requiring proof of vaccination before individuals may undertake or qualify for certain activities". All drivers and conductors of public transportation services such as, but not limited to tricycles-for-hire, jeepneys, and passenger buses, are required to be fully vaccinated against Covid-19 unless they are declared ineligible for vaccination by the city health officer or the provincial health officer through a certification. Operators who drive their own tricycles or jeepneys are also required to be fully vaccinated. All awardees of market stalls and lessees of commercial establishments owned by the city government or the barangay, along with their employees and agents working on-site, are also required to be vaccinated to ensure the health and safety of all persons who access these places and facilities. Anyone who refuses to undergo vaccination will be required to submit a current negative RT-PCR (reverse transcription-polymerase chain reaction) test result. In issuing EO 2, Maranon cited the national Inter-Agency Task Force for the Management of Emerging Infectious Diseases Resolution 148-B, series of 2021, specifically Paragraphs C, D, and G. As such, the mayor ordered that city government offices validly refuse entry and/or deny service to individuals who remain unvaccinated or are merely partially vaccinated, and require proof of vaccination before individuals and/or entities may undertake or qualify for certain activities. Last week, the Sagay City Government Center implemented the "no vaccination card, no entry" policy, requiring all employees and visitors to be vaccinated first to enter its premises. At the entrance, "No Vax Card, No Entry" announcements are posted and security guards ask those who have transactions to present their vaccination card before they are allowed inside the building. On Wednesday, the new policy has drawn mixed reactions from Sagaynon netizens with some welcoming the move to prevent the spread of infections while others are saying people should not be forced to get vaccinated. "Very good, in order to prevent the virus from spreading. Every resident in Sagay should be vaccinated to be safe," Lolita Ruiz said in her Facebook post. "It's really a good move," Amor Doplayna Salcedo another netizen, echoed. Sagay feeder port to benefit over 22K farmers in northern Negros

Unveiled on Wednesday, the World Bank-funded project was implemented by the Department of Agriculture-Western Visayas (DA-6) through the Philippine Rural Development Project (PRDP). In a statement on Thursday, Mayor Alfredo Maranon III, who accepted the key of responsibility to maintain the operations of the feeder port, thanked the lead agencies for the completion of the five-year project. "More things should be done to improve the feeder port and we ask the help of the provincial government and DA-6 to realize these endeavors," he said. The construction of the 280-meter feeder port/fish landing facility, located in Barangay Old Sagay, started in December 2017 after the completion of the paperwork the year before. Across Sagay and its neighboring cities and municipalities, the project is seen to boost the livelihood of 22,602 farmers and fisherfolk or 3,648 households, according to the DA figures. Jose Albert Barrogo, chief of the DA-6 Regional Agricultural Engineering Division and PRDP deputy director for Western Visayas, said the operations of the feeder port will open more shipping opportunities, not just for travelers, but also in transporting goods of Sagay and nearby localities to other places in the Philippines. The Sagay Feeder Port has direct access to Batangas Port, Estancia Port in Iloilo, Bantayan and Tabuelan Ports in Cebu, Cebu International Port, Bredco Port in Bacolod, and Cadiz International Port. Second District Rep. Leo Rafael Cueva said he is grateful to the DA-6 and the provincial government for the realization of the project that will give Negrenses more access to other ports in the country and allow the distribution of agricultural and marine products from Sagay and neighboring towns and cities as well. "Access to port is very vital to create an economic zone. Once we have our locators in our eco-zone, we can generate more employment and business opportunities," Cueva added.
