시는 최근 관외 농산물을 안성시 농산물로 거짓 표시하여 판매하는 행위가 늘어남에 따라, 거짓 표시 근절 및 올바른 원산지 표시 이행을 위해 국립농산물품질관리원 안성사무소와 합동으로 단속에 나선다.

이번 단속은 안성시 38국도 등 관내 주요 도로변 농산물 판매장을 대상으로 불시 현장 방문하여 실시하며, 특히 포도의 경우 현재 안성에서 거의 재배되고 있지 않아 천안 및 김천 등에서 포도를 구입해 안성 포도로 둔갑하여 판매하는 곳을 집중적으로 단속할 계획이다.

또한, 점검 결과를 바탕으로 원산지 표시 위반자에 대해서는 「농수산물의 원산지 표시에 관한 법률」에 따라 거짓 표시는 7년 이하의 징역이나 1억원 이하의 벌금, 미표시는 1000만원 이하의 과태료가 부과된다.

시 관계자는 “최근 포도 수확철이 다가옴에 따라 안성 포도로 거짓 표시하여 판매하는 판매장이 늘어나고 있어 국립농산물품질관리원과 수시로 현장 점검에 나설 계획”이라며 “관내 농산물 원산지 거짓 표시가 근절될 수 있도록 최선을 다할 것”이라고 밝혔다.

코로나19 확산 속 비대면 거래가 증가하는 가운데 농식품 원산지 표시 위반업체가 크게 증가한 것으로 나타났다.

국립농산물품질관리원(원장 이주명)은 2021년 1~6월 중 원산지 표시 위반 1771개 업체(135품목 2055건)를 적발했다고 7일 밝혔다.

지난해 같은 기간엔 8만1710개소를 조사해 1507건을 적발(적발비율 1.84%)한 반면, 올해는 6만7052개소를 조사해 1771건을 적발(2.64%)했다. 특히, 배달 등 통신판매 적발(335개소)로 전년(293개소)보다 14.3%나 늘었다.

농식품부 관계자는 "코로나19 상황을 고려해 대면단속을 줄이고 모니터링 등으로 위반 의심 업체를 사전에 파악해 집중적으로 단속한 결과, 조사업체수는 감소했으나, 적발업체수는 증가했다"고 설명했다.

이번에 적발된 업체 중 '거짓 표시' 849개 업체는 형사입건됐고, 검찰 기소 등 절차를 거쳐 '7년 이하의 징역 또는 1억원 이하의 벌금'에 처하게 되며, '미표시' 922개소에 대해서는 총 과태료 2억4900만원을 부과했다.

배추김치는 중국산 배추김치의 수입 증가와 소비자 우려 등을 고려해 3월29일~4월29일까지 특별단속을 실시, 위반업체 207개소(거짓 149, 미표시 58)를 적발했다. 한 음식점은 중국산 배추김치를 국내산과 혼합해 보쌈김치로 판매하면서 국내산으로 거짓표시했다.

꽃 소비가 증가한 5월 가정의 달을 대비해 4월26일~5월15일까지 화훼류 수입업체·화환제작업체, 통신판매업체 등을 점검해 91개소(거짓7, 미표시 84)를 적발했다. 한 꽃집은 인스타그램을 통해 콜롬비아산 카네이션을 꽃바구니로 제작·판매하면서 원산지를 표시하지 않았다.

핀란드산 돼지갈비를 판매하면서 거래명세표와 박스 포장재에 국내산으로 거짓표시하거나, 전국 40개 매장에 마카롱을 판매하는 한 업체는 체코산 라즈베리, 베트남산 초코릿가공품을 국내산으로 속였다.

농관원 이주명 원장은 "코로나19 등으로 현장 조사에 어려움은 있으나, 주요 품목의 수입 상황과 온라인 거래 증가 등 소비 동향을 자세히 살피면서, 농식품 원산지 관리를 지속해서 강화해 나갈 계획"이라며 "하반기에도 소비자와 생산자단체, 지자체 등과 협력해 상시점검과 함께 휴가철 축산물, 추석 대비 제수용품, 김장철 김장채소 등 소비상황을 고려한 특별단속을 병행 추진한다"고 밝혔다.

The South Korean government has warned organic food firms and sellers to ensure the authenticity of product claims made online as a new robotic authentication system will be rolled out in July to intensify fraud detection, and severe penalties lie in wait for violators.
South Korea has been developing and piloting technologies to ensure local food safety, such as an app to trace imported food product safety earlier this year, and recently the government rolled out another technological tool, this time to crackdown on foods suspected of fraudulent organic, pesticide-free (minimal chemical fertiliser used) and other eco-friendly claims.
