It pretty uncomfortable. 40 degrees in philadelphia, upper 30s just about everywhere else from allentown down through wilmington and millville. And when you factor in the temperature and the wind, youve got wind chills down close to the freezing mark and in fact below it in a lot of neighborhoods so thats whats planned for and how to dress for when you step outside.
