rolled back under president trump, you've got infrastructure and planning, 12, air pollution and emissions, 10, drilling and extraction, 9, animals, 8, water pollution, 4. do fellow republicans back the president on these rollbacks? >> arthel, i think a lot of them do, the republican party is actually a little divided on the issue of the environment, there are people in the republican party who see climate change as serious issue and they want something done, they, of course, don't want the sort of new green new deal introduced by people like alexandria ocasio-cortez, they want some sensible environmental policy that won't harm american businesses, but then there are also many republicans who actually don't think climate change is the crisis that democrats certainly on the whole, as a group paint it as and keep in mind that president trump himself actually tweeted in 2012 that climate change was something that the chinese made up to hurt american

>> he was learning from what he deemed his mistake. abaaoud was calling the gunmen, which i mentioned a moment ago. calling them to check in. what does that say, he's worried they wouldn't go ahead with it? they might give up and flee as it appears salah abdeslam may have done? >> it appears he was a commander in the field. he was perhaps micro managing some of this, making sure that it went forward as he communicated that night with several perhaps of the attackers. just making sure they were going to follow through with this. of course later that night, he goes back to the scene of the crime. he goes to the bataclan. investigators are trying to figure out why he went back there. they trace his cell phone to those areas. one hypothesis, he went back there to film the carnage so they could be put into an isis propaganda video. isis are telling their

past the officer. we know he had a knife. >> let's make the crucial point here, it is a four-inch knife they had been told he had. some would argue in 20 feet it could be dangerous. bottom line, he didn't turn towards them. he didn't turn to go towards them. he was going somewhere else. the knife would not be a point here. >> for me looking at it at a lehman, it doesn't look like he was approaching the officers. looks like he was walking in the middle of the street or as they say jaywalking. maybe he had issues, who knows? it doesn't look like he was threatening officer or walking towards the officers. he is walking away. >> this is one angle. i'm not defending. >> you are raising where you would see questions? >> yes. he's walking. i need to know, was he given directives when he was shot, how many times was he shot standing up and was he shot from the

of nato shoots a plane out of the sky? is that protocol? it seems shocking. >> it's not protocol. the issue is the attitude of the aircraft, what that aircraft is trying to do is what's paramount. obviously, the turkish f-16, u.s.-built f-16 had a position and had an attitude on that aircraft that it was able to pick it up, paint it, identify it as something other than a friendly aircraft. there are additional steps you can go through before you would engage to shoot to kill. in a situation like this where you see an aircraft, warning shots are not to be used almost at all. it's part of the protocol. warning shots are if somebody is wandering through your air space, you can't communicate with them and you want to say i think you're offcourse, move away. in this particular case, they needed to be able to determine what the attitude of the russian aircraft was. it probably was not in an attack

if he's on the ground, why do they need to shoot any more? the more you look at it -- >> the more you look at it, the worse it gets. rosa adding an important detail. you see this from the angle of a cruiser. somebody is watching this guy walk. they got the 911 call. it's another cop that drives up and within six seconds starts shooting. a guy who doesn't know what's going on. >> in ferguson you saw me argue more strenuously. in this i'm leaning towards you guys. i'm not going to defend the indefensible. it does not look good. police officers do need the benefit of the doubt. >> as a journalist, we want all the facts. you are analyzing a videotape which is the story right now. in time more information will come out. i want people in chicago to be calm. you should be calm. >> this cop was charged with first degree murder.

angle? was it one shot then 15 when he was down? what precipitated his fear for the officer. >> that is all legitimate. you are asking us to look at this tape and we couldn't know everything. we weren't there. we don't hear the audio. looking at it for now, doesn't look right. >> it doesn't. >> how important is it there is no audio? i get to the point you know what happened here. is there any expletives or whatever he is saying to the cops, as bad as that might have been, wouldn't have justified what we saw. >> i'm always in the place we need to give the cop the benefit of the doubt until proven otherwise. this does not look good. i'm not going to defend the indefensible here, but were there directives begin to this man? did he have the knife in his hand? was he saying anything back? was he saying, "i'm going to kill you." the angle looks like he is

city of chicago are very upset about. that's one of the reasons they wanted the release of this video. they said it was very evident, once you saw it, that laquan mcdonald fell and there were more shots. of course we don't have sound. the prosecutor said if you look closely, you'll see puffs of smoke. that's one of the indicators they looked at when some of the shots were fired. they were looking at this second by second, trying to dissect this video, talking to witnesses, corroborating that evidence before coming forward. i should add she said that both state and federal investigators were investigating this. the feds are still investigating. we received a release this afternoon from the u.s. attorney saying that their investigation continues. during the press conference earlier today, the state's attorney said she actually was
