The 104th congress convened in 1995 was the last to pass all of the Appropriations Bills prior to the start of the fiscal year and that was almost 25 years ago, and most of the house members serving today have never seen a process to work the way it is supposed to where the stand alone bills are passed on time. I think requiring clear and convincing evidence to protect against procedural irregularities which is often the argument, well, we need this, if we dont have this, were going to have procedural irregularities.
