Generations. Your faithfulness sustains the seasons of our earthly pilgrimage. You are worthy of our praise. Infuse our lawmakers with reverential awe, as they remember you are the one constituent they absolutely must please. Because of you, they live and move and breath and have their being. Although they may plan, you alone decide what will or will not prevail. May our senators make you their refuge, their shelter in the time of storms. And, lord, we thank you for the inspiration of a stupendous world series. We pray in your glorious name. Amen. The president pro tempore please join me in reciting the pledge of allegiance to our flag. I pledge allegiance to the flag of the United States of america, and to the republic for which it stands, one nation under god, indivisible, with liberty and justice for all. Procedural side. Have any states treated miller as retroactive on state habeas . Yes. The majority of states its a close call. I think its maybe 10 to 7 or 10 to 8, but the majority of states that have reviewed this have concluded that miller is retroactive. Most have done it as a matter of substantive law. There are a couple of opinions that talk about the watershed exception which is not the way we think this case should be analyzed. Not only the states have done that, but the United States has taken that position with respect to the juveniles that were sentenced before miller to life without parole as a mandatory sentence, and in the resentencings of those that have taken place so far its only been about ten, but those defendants have almost uniformly received sentences that are terms of years significantly shorter than life. What is the population were dealing with if most states do apply miller retroactively . I think there was a figure of 2,000 people with life without parole. I
Peoples ability to withstand financial shocks and one quarter of u. S. Respondents were financially fragile in the sense they could not come up with 2,000 in 30 days. Including respondents who reported probably being unable to come up with 2,000, half would be viewed as financially fragile. Low saving was the reported. In addition, Many Americans report that adequate saving for retirement is a challenge. In a 2014 gallup poll, only half respondents reported being confident they will have enough money to live comfortable in retirement. Research validates this concern and households in the lower distribution are most likely to be squeezed. So, for example, lower income households are much more likely to experience a material drop in their consumption at retirement than their higher income counterparts. Okay. So this brings us to the crucial questions of why people dont save enough and how federal policy can encourage them to save more. So to start, its not uncommon to hear people say the
Existed actually like a small subcommission of washington, d. C. It was a separate city. The 911 calls and all of that intelligence that was related to those 911 calls werent passed on the the city wide 911 call center. So that was a gap we had to expose. The First Responders that were responding were not getting the information that your call takers were receiving through the base communications so thats something we worked on and i think thats something that we should take from here and if you command a base thats something you should look at in your procedures. Emergency call takers should train together. Your Police Forces on your bases should train together. We currently train with ndw, with fort mcnair on an annual basis so that were familiar with each others tactics, procedures and how we respond. Additionally, when we responded to the navy yard, since that was a separate environment, the navy yard went on lockdown, thats one procedure we sat down with the base commander, sat do
