Published: 3/9/2021 12:37:30 PM HOLYOKE A Holyoke police officer said he has been suspended after posting a lengthy video online alleging widespread corruption and racism within the police department. Rafael Roca, 37, uploaded the now viral video early Sunday morning. In a nearly 45-minute speech, he alleges that superior officers in the department falsify overtime pay, have protected each other from punishment from misconduct and have fostered a culture of favoritism and racism when it comes to promotion. ....

Morse she would resign her position Feb. 26. “With a heavy heart and some serious soul searching,” Smith said she would not finish her current, four-year term. Smith said the office had taken a toll on her health, and retirement seemed the best option. In 2010, City Treasurer Jon Lumbra appointed Smith assistant treasurer, which she held for five years. “We immediately got to work addressing the major past audit issues that were present in the office and successfully worked together to create a solid team that made the office more efficient and fiscally responsible,” Smith stated. ....

On Wednesday, Mayor Alex Morse announced that Police Chief Manny Febo submitted his intent to retire on July 31 after just three years in the department’s top position. A Holyoke native, Febo has worked in the department for 25 years. He will be replaced by Police Capt. Dave Pratt, who has been with the department since 1993. ....
Holyoke landlords seek help ousting drug dealers Updated Dec 10, 2020; HOLYOKE Landlords, city councilors and police are weighing options to confront the persistent presence of drug dealers in apartment buildings on Elm and Walnut streets. Discussion at a virtual meeting Wednesday of the Public Safety Committee centered on a proposal from Ward 4 Councilor Libby Hernandez that includes increased video surveillance along the corridor. Existing cameras in the area can be monitored by police but are outdated, landlords said. Hernandez requested the appearance of Carrie and Arthur Naatz, the new owners of 287-291 Elm St., and Toney Visone, who owns 294-298 Elm St. and 300 Walnut St. Hernandez said the owners have made strides to improve lighting and secure the buildings. ....
