Texas could pay generators to boost power reliability: executives

(Reuters) - One of the best ways to boost power grid reliability ahead of extreme weather events like the Texas freeze is a capacity market that pays generators to keep plants available, executives at two grid operators and an energy company said Thursday.
Speaking at CERAWeek by IHS Markit, Chief Executive Gordon Van Welie of New England’s power grid operator ISO New England said “It really comes down to how much insurance you want to buy.”
“We had the big wake up call back in January 2004 where (like Texas) we had about a third of our (natural gas) fleet not able to get enough fuel,” Van Welie said, noting now “We have capacity markets . with incentives and penalties if plants don’t perform.” ....

MEXICO CITY/NEW YORK (Reuters) - Oil trading firms, including Trafigura, are supplying Mexico with emergency cargoes of liquefied natural gas (LNG) to overcome a power crisis caused by interrupted U.S. natural gas supplies, three sources close to the purchases said.

Mexico’s state-run power company Comision Federal de Electricidad (CFE) last week resorted to LNG imports as natural gas supplies from the southern United States, especially neighboring Texas, were hit by frozen pipelines and rocketing prices caused by a cold snap. ....

MEXICO CITY (Reuters) - Mexico’s president asked consumers on Thursday to use less electricity in the evenings as a measure to help overcome shortages of natural gas from Texas, which is seeking to ban exports of the fuel during freezing weather.

Mexico generates the majority of its power from natural gas, mostly imported from the United States. Latin America’s second-largest economy has reeled as imports via pipeline from Texas dropped by about 75% over the last week, causing billions of dollars of losses on power outages and factory closures. ....

MEXICO CITY, Feb 18 (Reuters) - Two tankers carrying U.S. liquefied natural gas (LNG) for Mexico are expected to arrive on Thursday in the country’s Altamira and Manzanillo ports, government officials said and Refinitiv Eikon data showed, part of emergency purchases by the government to ease interrupted gas supplies.
Mexico resorted to LNG supplies to partially offset a gas deficit for power generation after cold weather froze several key gaslines crossing the U.S. border. The governor of Texas on Wednesday banned out-of-state gas supplies through Feb. 21 to prioritize the state’s utilities.
The Latin American nation is also ramping up electricity generation for its northern states by using coal and fuel oil while asking households and factories to limit consumption to avoid outages. ....
