Almost half of Australia's population is under lockdown as health authorities in Victoria race to contain a new outbreak and NSW struggles to get its own under control.
Victoria recorded 19 new community cases of Covid-19 overnight, all linked to current clusters, bringing the state's total active cases to 54.
Victorian health authorities have warned the public over the possibility of fleeting transmission, announcing more than 165 new exposure sites.
Burnet Institute epidemiologist Professor Michael Toole remained optimistic Melbourne could squash the latest spike, but warned the wide spread of the latest cases could mean an outbreak had already begun making its way across the city.

An epidemiologist professor believes the NSW lockdown should be extended for an additional four weeks with the current situation in the state "not looking very good at the moment".

Sydneysiders could be locked down for two months, according to Epidemiologist Professor Michael Toole.
Speaking on First Edition on Foxtel, Mr Toole said the lockdown should be "eight weeks in total" as the coronavirus crisis in Greater Sydney deepens.
"Another four weeks, not four weeks in total, so that would make it around eight weeks, I think is realistic," he said on Monday morning.

Burnet Institute epidemiologist Professor Michael Toole says the collective governments of Australia should be investing in longer-term quarantine facilities in order to avoid hits to the economy.
“Those clusters in Sydney in December-January led to a $3 billion hit on the Sydney economy,” he told Sky News host Chris Kenny.
“That’s substantial, so I think from just the economic point of view, we, the collective nine governments of the country, should be investing in longer-term safer facilities that will prevent those $3 billion hits.”

On Saturday morning, Health Minister Greg Hunt announced a "temporary pause" on travellers who have visited India within 14 days of their intended arrival date in Australia.
The penalty for failing to comply with the emergency determination under the Biosecurity Act, coming into effect at 12.01am Monday, could attract a $66,600 fine or a five-year jail term.
No such measure has been applied by the government to any other international COVID-19 hotspot so far.
Australian citizen Mandeep Sharma is currently stuck in the Indian city of Kapurthala. He left Australia on 2 April to bury his father.
Mr Sharma had his return flight to Australia scheduled for 7 May cancelled after a ban on flights from India was announced earlier in the week, and says the additional criminalisation measures are insulting.
