Policy. It was emerrill rogers not that long ago said just as much as that, that we dont have a good cyber offensive policy. We talked about it ad infinitum in classified settings for the entire ten years i was on the Intelligence Community and we could never get consensus to move to the next place on what that cyber offensive is.
