We have a regular system for actually making decisions about what we will export and to whom we will export them. This system takes many things into account. But it is fundamentally based on upholding the United States national interest. It is not controlled by exporters, unlike in europe where exporter interests actually dominate their policies. This arms trade treaty will do nothing to change that, but it will give exporterdominated nations a shield to hide behind.
