Once in their lives in a generally has to be within the same county. Prop 19 would allow seniors to move anywhere in the state, three times in their lives, and still maintain their low tax base. I think that make a lot of sense but dont mistake, theres going to be a billion dollar tax increase on longtime california residence that would pay for this. Reporter scott horton says the other side of prop 19 will have a huge effect, on those who might inherit the parents property. Currently children can inherit the house of any value from a parent, and keep the lower tax rate. But prop 19 would limit that value to 1 million, and require that the child live in the house as a primary residence.
