Dedicated transport minister for HS2 Andrew Stephenson has refused to confirm if the Integrated Rail Plan (IRP) will be published before the Parliamentary summer recess.
In response to a question at
NCE's Future of Rail conference on whether the IRP will be published before Parliament breaks for the summer, Stephenson said the plan will be published "soon" but he fears "that's not going to be as soon as some people would like".
The House of Commons rises for the summer recess on 22 July, and RIA has stressed the importance of providing certainty to rail businesses before then.

Infrastructure decisions should discount short term projections on post-Covid demand


Shift to home working during the pandemic has led to questions being raised about the business cases for new infrastructure but the National Infrastructure Commission (NIC) has said that public surveys and initial responses are not reliable guides to shifts in mass behaviour post-Covid.
According to a new report from the NIC, the social, economic and physical connections that brought cities together before the pandemic are still strong and it is too early to assume that long term behaviour change will lead to wholly different patterns of infrastructure use.
In its
Behaviour change and infrastructure beyond Covid-19 report, the NIC calls for projects to take an adaptive or phased approach to delivery where there is uncertainty around demand rather than delaying decisions indefinitely.

Axing HS2's eastern leg will lead to supply chain job cuts


This assessment will inform the Integrated Rail Plan, which is due to be published in the coming weeks having been delayed due to pre-election purdah rules.
The survey also revealed that 63% of rail SMEs had increased turnover since HS2 construction began, with 61.5% taking on more staff and 38.5% hiring more apprentices since main construction started last year.
More than 80% of those surveyed said cancelling the eastern leg would have a negative impact on revenue, with 67% of SMEs surveyed eyeing up contracts on the Leeds leg of HS2.
HSRG director Susan Ryall said: “This industry survey shows how vital the whole of HS2 is to small and medium sized businesses - including the Eastern Leg. SMEs are the lifeblood of our industry, and they are sounding the alarm on what curtailing the project means for them.

Integrated Rail Plan delayed by local elections rules  
The publication of the government’s eagerly-awaited Integrated Rail Plan will be delayed until after the local elections due to purdah rules.
The plan will set out how HS2 Phase 2b will work alongside other schemes including Northern Powerhouse Rail and Midlands Rail Hub and the Trans-Pennine Upgrade.
It was earmarked for publication “early in 2021”. However, rail minister Chris Heaton-Harris has confirmed that the Department for Transport (DfT) will not have time to publish the report before purdah starts later this month.
It means the report will not be published before the elections take place on May 6.
