ફરજિયાત માસ્ક, સોશિયલ ડિસ્ટન્સિંગનું અને કર્ફ્યૂનું પાલન સામાન્ય નાગરિક માટે જ હોય એવાં ચિત્રો ઊપસી રહ્યાં છે, બુધવારે રાત્રે RUDA (રાજકોટ અર્બન ડેવલપમેન્ટ ઓથોરિટી)ના સીઇઓએ કર્ફ્યૂ ભંગમાં પકડાયેલા તેમના પરિચિતને છોડાવવા માટે પોતે સરકારી કાર લઇને રૂબરૂ પહોંચ્યા હતા અને અધિકારી તરીકેનો રોફ જમાવી સંબંધીને છોડાવીને જતા રહ્યા હતા.
બુધવારે રાત્રે 10 વાગ્યે યુનિવર્સિટી પોલીસ સ્ટેશનના પીઆઇ ચાવડા સહિતનો સ્ટાફ એસ.એન.કે. સ્કૂલ નજીક આકાશવાણી ચોકમાં ફરજ પર હાજર હતો અને રાત્રિના 10 વાગ્યા પછી બિનજરૂરી રીતે બહાર નીકળતા લોકોને અટકાવી કાયદેસરની કાર્યવાહી કરી રહ્યા હતા ત્યારે એક રિક્ષા ત્યાંથી પસાર થઇ હતી. પોલીસ સ્ટાફે રિક્ષા રોકતાં રિક્ષામાંથી 80 વર્ષના એક વૃદ્ધ નીચે ઊતર્યા હતા અને પોતે માધાપર નજીકના મંદિરેથી આવતા હોવાનું કહ્યું હતું, જોકે વૃદ્ધે કર્ફ્યૂ ભંગ કર્યો હોઈ પોલીસે તેની સામે કાયદેસરની કાર્યવાહી કરવાની તજવીજ શરૂ કરી હતી.
પોલીસે કાર્યવાહી શરૂ કરતાં જ તે વૃદ્ધે રૂડાના સીઇઓ ચેતન ગણાત્રાને ફોન કર્યો હતો અને પોલીસે તેને રોક્યાનું કહ્યું હતું. ચેતન ગણાત્રાએ પોલીસને ફોન આપવાનું કહેતાં વૃદ્ધ ચાલુ ફોને પીઆઇ ચાવડા પાસે પહોંચ્યા હતા અને ફોનમાં રૂડાના ચેરમેન ગણાત્રા સાથે વાત કરવા કહ્યું હતું, જોકે પીઆઇ ચાવડાએ ફોન પર વાત કરવાનો ઇનકાર કરી કર્ફ્યૂ ભંગની કાર્યવાહી કરવા સ્ટાફને સૂચના આપી હતી.
પીઆઇ ચાવડાએ ફોનમાં વાત નહીં કરતાં થોડી જ મિનિટોમાં ચેતન ગણાત્રા રૂડાના સીઇઓનું બોર્ડ મારેલી સરકારી કાર સાથે આકાશવાણી ચોકમાં પહોંચ્યા હતા. ચેતન ગણાત્રા પોતે કાર ડ્રાઇવ કરીને આવ્યા હતા અને કારમાંથી ઊતરી પીઆઇ ચાવડાને પોતાની ઓળખ આપી સંબંધીને લઇને બે મિનિટમાં જ ત્યાંથી રવાના થઇ ગયા હતા. પોલીસે પણ રૂડાના સીઇઓ રૂબરૂ આવતાં કોઇપણ કાર્યવાહી કર્યા વગર તેમને જવા દીધા હતા.
કોઇપણ અધિકારી કે પદાધિકારી જેને સરકારી કાર મળતી હોય એ તેમણે પોતાની ડ્યૂટી પૂરી થયા બાદ નિયત પાર્કિંગ સ્થળે મોકલી દેવાની હોય છે, પરંતુ રૂડાના ચેરમને ચેતન ગણાત્રાએ પુષ્કરધામ વિસ્તારમાં આવેલા પોતાના ઘરે જ રાત્રિએ કાર રાખી હતી અને એનો દુરુપયોગ કરી સંબંધીને છોડાવીને જતા રહ્યા હતા. સરકારી અધિકારી પોતાના સંબંધીને છોડાવીને જતા રહેતાં ત્યાં હાજર અને દંડ ભરી રહેલા લોકોએ પોતાને અસહાય અને લાચાર સમજી પોલીસ કાર્યવાહીને તાબે થઇને નિસાસા નાખ્યા હતા.

RAJKOT: Ahead of the civic polls, chief minister Vijay Rupani laid foundation stones and inaugurated developed projects worth Rs 433 crore in his hometown Rajkot on Thursday. On January 1, he had inaugurated 100 small and micro projects on a single day.
The projects inaugurated on Thursday are being developed by Rajkot Municipal Corporation (RMC) and Rajkot Urban Development Authority (RUDA) in the city’s periphery.
While reiterating his commitment towards developing infrastructure projects in Rajkot, Rupani also announced allotting Rs 205 crore fund to Rajkot under Swarnim Jayanti Shehri Vikas Yojna and Rs 33 crore under Mukyamantri Shehri Sadak Yojna.

India’s track record on climate adaptive/mitigative urban planning has been dismal. Most buildings and houses use construction material that absorb heat and drive up cooling costs. Cities have low and decreasing tree cover, and rising hard spaces. As Bangalore found in 2017, even after heavy rains, there is little groundwater recharge. In city after city, lakes, which can recharge groundwater, are being killed through real estate development. Little thought is given to water supply. Instead, as water scarcities loom, cities source water from farther and farther away. Peri-urban areas are a different kind of a nightmare. In state after state, panchayat presidents have allowed even five- to seven-storeyed buildings outside municipal boundaries. ‘When the municipal corporation expands its limits, it finds these strange places where buildings are standing, but there are no roads, water supply or sewage,’ said G.K. Bhat, the founder of Taru, an environmental consultancy based in Ahmedabad. ‘The whole place works only on groundwater.’
