The House of Representatives' Resolution of Both Houses No. 7 (RBH7) that adds 'unless otherwise provided by law' to the Constitution's restrictive economic provisions will not attract foreign investments. The correct solution that has a good chance is to completely remove all constitutional restrictions. Then pass laws to impose whatever restrictions seem necessary at the time. Laws that achieve the same effect, but can be changed as the environment changes.
