　　全面建成小康社会，体现了坚持党的集中统一领导的制度优势。中国共产党领导是中国特色社会主义最本质的特征，是中国特色社会主义制度的最大优势，全面建成小康社会是坚持党的集中统一领导的结果。将全面建成小康社会确立为第一个百年奋斗目标，将防范化解重大风险、精准脱贫、污染防治作为全面建成小康社会要打赢的三大攻坚战，提出和实施精准扶贫、精准脱贫，都充分体现了坚持党的集中统一领导的制度优势。
　　全面建成小康社会，体现了集中力量办大事的制度优势。在全面建成小康社会的历史进程中，我们集中了全国各方面力量和资源。比如，为打赢脱贫攻坚战，全国累计选派25.5万支驻村工作队、300多万名第一书记和驻村干部；强化东西部扶贫协作，推动省市县各层面结对帮扶，促进人才、资金、技术向贫困地区流动；构建专项扶贫、行业扶贫、社会扶贫互为补充的大扶贫格局，形成跨地区、跨部门、跨单位、全社会共同参与的社会扶贫体系；党的十八大以来，中央、省、市县财政专项扶贫资金累计投入近1.6万亿元，为打赢脱贫攻坚战提供了强大资金保障。为打赢脱贫攻坚战而投入的人力、物力、财力，体现了我国集中力量办大事的制度优势。全面建成小康社会目标的实现，充分说明我国社会主义制度具有非凡的组织动员能力、统筹协调能力、贯彻执行能力，能够充分发挥集中力量办大事、办难事、办急事的独特优势。
