for 18 years. like my contemporaries, i was not enthusiastic about joint operations with other services. i figured if we just brought them up to navy standards, we would be fine. i have to tell you, i was wrong. the armed forces are much more effective now because they are working together than they were never fighting separately, mostly over who was in charge, rather than against the common enemy. i see the same progress in the intelligence community. like the armed forces, we have made it a requirement that an intelligence officer sir fourth time outside of his or her parent agency...
