Dar confident BBM will address agri smuggling

(Screengrab) MANILA - Agriculture Secretary William Dar said Wednesday he is confident President-elect and incoming Agriculture chief Ferdinand "Bongbong" Marcos Jr. will act on agricultural smuggling issues that harm the value of local production. In the Laging Handa public briefing, the outgoing chief said they are intensifying efforts to collect evidence to ensure corrupt personnel are held liable. "Dapat iyon po ang isang pagtuunan po. Yes, malaki po ang tiwala natin (That should be the focus. Yes, we have high trust [on president-elect Marcos])," he said. Dar made the statement as Senate President Vicente Sotto III handed over the "list of [people] allegedly involved in agricultural smuggling" to the incoming chief executive. He also mentioned the Department of Agriculture's investigation is still ongoing to trace those behind these malicious practices, even imposing preliminary actions against some personnel. "It has to be kung ano iyong report ng Senate and the House, pananagutin kung dapat sinong managot (what should be in the report of the Senate and the House, must be held accountable). Number two, we continue to do our collection of evidence, kasi (because) we need to really have evidence to nail down our people. Mayroon na kami (We already have). Meanwhile, we have reassigned some of these people doon sa areas na hindi nila maituloy iyong (so they cannot continue their) malpractices nila," he added. Earlier, the DA said smuggling is done technically when violators subject themselves to legal procedures of acquiring an import permit or accreditation, but misuse or misdeclare products. Dar, meanwhile, disagreed with the widely criticized "special importation" approach of the department, which allegedly harmed the local production of goods. "Wala pong katotohanan iyong ganoon na policy direction.... pinapatupad po natin ang (There's no truth to that... we are implementing the) food security goal. We boost the productivity of various commodities in agriculture the best we could, based on the limitations of budget and the like. So kung anuman iyong pagkukulang (So whatever the deficiencies), then you have to augment that," he said. Moreover, he said the department is ready to turn over their short-, medium-, and long-term programs and plans to Marcos, although this has not been scheduled yet. Dar said the key issues that needed to be addressed include increasing local production, the transferring of the Food Terminal System to the DA to increase food stock in Metro Manila, and the increasing of rice buffer stock or the procurement of locally-produced rice for the National Food Authority (NFA). "So, they will be granted concessional loans from the DBP [Development Bank of the Philippines]... Our overall recommendation is 30 days with NFA buffer stock, and 30 days with local government. That will be the day also where the prices of palay are stabilized during harvest time because there's huge exposure for the national government and local governments. Provincial agriculturist Edmundo Raul Causing said he has tasked the two main divisions of the Office of the Provincial Agriculturist (OPA), which are the primary drivers of rice production, to submit a list of their plans and programs. "We were given instructions by Governor Eugenio Jose Lacson to make plans and to take measures to lessen the impact of impending rice production shortage," Causing said over the Provincial Capitol's Radyo Negrense on Monday. He said the OPA is set to present a proposal to Lacson that will involve local government units, particularly those involved in rice production. "They want to work closely with us," he added. Considered signs of a brewing crisis are increasing farm input prices, wherein some prices of fertilizers have tripled, and prices for some poultry feeds have doubled. Causing said the OPA has existing soil ameliorants and additives as well as organic fertilizers that can be used. "We are also trying to revive the bio-nitrogen program. We have facilitated the use of decomposition organisms that can also bolster the soil nitrogen content," he added. He noted that food producers are facing critical times and the high prices of fertilizers are just not normal. "This is the first time in the last two to three decades that something like this happened. We have to take measures, we have to help them," the OPA chief said. Causing said high prices prevent access to food for people who need it. "I believe there is no real food shortage, there is only a lack of access to available food," he added. Agriculture Secretary William Dar earlier clarified that the country has a sufficient supply of rice, vegetables, and fish for now. He said that the next administration must put a premium on cushioning the impact of the inevitable limitation of food resources, considering the effects of the pandemic and the continuing Ukraine-Russia conflict. Agoot) BAGUIO CITY - Department of Agriculture (DA) Secretary William Dar on Tuesday said the government will continue to support and give a voice to the agricultural sector by "consolidating" its produce and "clustering" farmers and fishers groups. In a video message during the opening of the DA-Farmer Fisheries, Consolidation Cluster's (F2C2) Island-wide Cluster Summit 2022 at the Hotel Supreme in Baguio City on Tuesday, Dar said the DA continues to come up with a program advancing the interest of fisherfolk and farmers through consolidation as one of the core pillars of the ONE-DA agenda. Consolidation, the number one pillar in the ONE-DA reform agenda, is a strategy that puts together all the banner programs of the agency and implements through clusters. The other top pillars are modernization, industrialization, and professionalism. He said the goal is to help the farmers improve their livelihood by achieving economies of scale and improving the bargaining power of small farmers and fisherfolk by forming them into clusters and consolidating their produce, by giving the support they need. Consolidation of farmers and fisherfolk will give the needed advantage that they have sought," Dar said. The Secretary said consolidating their produce would allow farmers to produce the requirement of the country. Shandy Hubilla, director for the F2C2 program, said north Luzon currently has 3,858 groups composed of 484,000 farmers and fisherfolk. "Kayo po ang napaka-importante na pillar dahil sa inyo nangyayari ang ONE-DA reform agenda," he told the more than 300 participants coming from Regions 1, 2, 3, and the Cordillera Administrative Region (CAR) who are members of agriculture associations, cooperatives, and organizations. He said the concept of F2C2 is to put together farmers and fisherfolkin contiguous areas with the same products to create one big enterprise that will be empowered, has the bargaining power, and food produced will be assured that they will not be wasted as each item will have a market to go to. Cordillera has 12 clusters; Region 1 has 46; Region 2 has 39; and Region 3 has 77. Most of the clusters are in rice production, 241 clusters; corn production, 200; high-value crops production, 136; livestock production, 55 cluster, and others. Hubilla said at least 75 percent of the clusters and their members are registered with the Registry System for Basic Agriculture (RSBA). "It is more expensive to transact individually than when talking to a group," he added. Collaboration, he said, would result in a more viable income or profitability of the activity that is integrated or included in a value chain of food production based in the community and involves people in collaborative governance. He said the DA has partnered with big buyers that buy from the consolidated clusters because of the assurance of the continued supply of the commodity. Senator Cynthia Villar, chairman of the Senate's committee on agriculture, in a video message also said that the F2C2 strategy will address the low level of production in certain areas of the country or of specific commodities. DA-CAR Director Cameron Odsey, in an interview on the sidelines of the event, said the stories about vegetable produce being disposed of and left rotting will not happen if they are consolidated. Senator promotes use of organic fertilizer to boost production

(File photo) MANILA - Composting and the use of organic fertilizers are better agriculture practices for the protection of the soil, Senator Cynthia Villar said on Monday. Villar pointed out that bad practices reduce nutrients in the soil, resulting in at least 38-percent degradation. In a video message during the 71st anniversary of the Bureau of Soils and Waste Management (BSWM), Villar underscored the need to produce organic fertilizer from agricultural residues like rice straw, corn stover, animal manure, among others, to replace inorganic, synthetic or chemical fertilizers. It is important that the soil be taken care of to have a productive harvest and lower hunger, and food insecurity in the country, she added. "You are one with us in actively promoting organic farming methods, especially producing organic fertilizer," Villar, chair of the Committee on Agriculture and Food, told the BSWM. Villar said biodegradable items, like kitchen and garden wastes, can be transformed into useful things while emphasizing the need to have facilities for them near farms, trading posts, and markets. The senator said she has pushed for the establishment of 117 composting facilities nationwide, 67 of them found in her hometown in Las Pinas. Villar said Republic Act 10068 or the Organic Agriculture Act, which was passed into law in 2010, must be realized. "I always need to remind myself of the BSWM because it is important that we give Composting Facilities for Biodegradable Waste to our farmers and local government in the whole country. I hope you would do this, particularly now that chemical fertilizers are so costly," she said. During the same event, Department of Agriculture (DA) Secretary William Dar said the main source of food production comes from healthy soil and ensuring the sustainable management of soil and water resources is critical. With the increase in prices of agricultural inputs, Dar said the DA widely advocates for a balanced fertilization strategy or the combination of the use of chemical fertilizer, organic fertilizer, and biofertilizer. "If not properly attended to, then this [food crisis] may happen right here in our footsteps. Agriculture Secretary William Dar said a PHP20 per kilogram price of rice would be only feasible with strategic planning and programs "involving all sectors". "We have to really make it possible. Every efficiency that we can have; every good technology that we have; every opportunity to capacitate the farmers and engage the youth; we should have an increasing investment for post-harvest facilities including drying, milling, warehousing, we should invest," he said in the Laging Handa briefing. Dar, however, commended the aspiration of the next administration under President-elect Ferdinand "Bongbong" Marcos Jr., saying he shares the same "laudable" goal. He said higher yields with lower production costs must be first achieved. These prerequisites remain a challenge considering the continued conflict between Ukraine and Russia. "Our latest analysis shows that if this war in Ukraine continues, the cost of production is at three pesos and thirty centavos. So add it to the present level, of course, producing a kilo of palay (unhusked rice) is at PHP11.50, so almost PHP14.80, the cost producing a kilo of palay is at fifteen pesos," he said in mixed English and Filipino. He also noted that it is important to identify "challenges and value chain approaches". "As I've said, we will increase productivity, yield targets, we will work on lowering the cost of production, which is currently increasing, we hope this will drop. So, if we start this July towards the end of the year, they can have that capacity of good for 15 days but we see to it that if we have a stimulus bill, the capital expenditure should be increased so that next year they can go to full capacity of 30-day buffer stocking," he said. To date, only a PHP7 billion budget is being allocated for the NFA annually, which can only provide 300,000 metric tons of buffer stock only good for a week. (PNA) }
