lyse. reeta, right now, the future of gaza looks bleak. three months of war, gaza is in ruins, more than two million people displaced, there's not enough aid. the un is warning of famine. israel says its military operations will continue for many months. it's vowing to destroy hamas, the armed group which ran gaza for 16 years, regarded as a terrorist group by the uk. so who will govern gaza when this war ends? it's called the day after. and israel has been under pressure to spell out its plans. now, for the first time, it's set out what it calls guiding principles for gaza's future. it says it will retain "overall security control" even when its military operations are over. it wants a multinational task force to rebuild gaza, led by the us. it says gazan civil servants — ones not hostile to israel — will run the territory.

strip. israel has made it clear, they see no role for hamas and would not accept any role for the olympian governing hamas. and at this cabinet meeting today, a plan will be presented where israel will maintain a security control indefinitely which netanyahu has been saying for some time, they want to have a security perimeter in gaza. but they also say, as part of this plan, responsibility for local administration, for dealing with civilian needs and doling out humanitarian aid would be given to local clans. now, this is already drawing comparisons to a plan that israel pursued in the early 1980s called the village leagues. which was an effort to decentralize power away from at the time, the plo, toward local groups that israel hoped would be more pro-israel. that plan did not work because the palestinians did not consider those groups legitimate, in many instances they considered them palestinian collaborators. this is what israel is

plan that israel considered in the early 1980s, to try to devolve responsibility and power away from the time the plo and instead have local groups that they hoped might work better with israel be in charge. that plan did not work out. so this plan also facing a lot of skepticism. but it is a clear indication that israel is searching for who could actually be responsible for basic day to day governing within the gaza strip that does not involve entities like hamas and the palestinian authority that they say are not going to have a future overseeing the gaza strip. the other element in this plan, they also say the israelis, that israel is not only going to have security control indefinitely over the gaza strip, but they're going to have a security perimeter within gaza. the big question now, is israel planning to base that perimeter on israeli land that is near the gaza strip or to take palestinian land within the gaza strip to create a security perimeter. the united states government has already made clear that it is not going to accept any
