To the ninthted circuit november 2, 1985, and served as chief judge from 2007 to 2014, graduating from ucla ,nd from Ucla Law School receiving a jv in 1975 and prior to his appointment to the appellate bench, judge kaczynski served as chief judge of the United States claims court from 1982 to 1985 and special counsel to the merit Systems Protection Board and he retired from the bench in 2017 after 35 years of judicial service.
