One and one way or another and i am worried if could create confusion and be misleading. I realize the budget analyst put it in without specifying an amount and general but the capital plan talks about having a future bond for this so again im not sure it will answer questions. I am worried it could create confusion. I believe there are other policies that we also dont have we talk for instance the tax policy of only issuing new bonds as old ones are retired.
