In an emergency meeting of the Lincoln County Board of Commissioners, a resolution declaring an emergency in the county was approved unanimously by Commissioners. The resolution declares Lincoln County a disaster area, allowing for the exercise of "necessary emergency powers and the expenditure of available resources," the resolution reads. Streamflows are running less-than normal and reservoir levels are well-below capacity. The outlook for water supply this summer is grim.
