Stephen Rademaker, who is representing Kara-Murza in his lawsuit, told RFE/RL that around 275 pages were still being withheld "for consultation with other agencies," while 10 had been withheld on grounds of national security. "It's possible that the national-security rationale for withholding them is embarrassment over an inability to determine what agent was used to poison Vladimir," Rademaker said in an e-mail.
