The city reached an agreement with civil rights attorneys suing the department and calling for a federal takeover. Under this agreement, just approved by a federal judge, oakland will have to hire someone to oversee police reforms. They will pay the salary but that person will report to the judge and have broad powers including firing officers including the chief. It stems from the allegations of four officers who called themselves the riders and were accused a number years ago of handing out vigilanti justice on the streets of oakland.
