Money is allocated by those two entities to departments but then there is a bidding process that goes on and i would just add to what i said about the contracting process. The Controllers Office as well reviews the work that we do in our contracting and Programming Office to make sure we meet the standards that the city has set for contracting and there actually have been changes in the 9 1 2 years i have been here. Certainly the council for Senior Center have an active number of openly gay attendees and it might be helpful if we can quantify those who are willing to selfidentify. We will have participant intake forms and the gender does have the Sexual Orientation as they can mark off, uhhuh. I didnt see it here on the first page so thats why i brought up the issue.
