Meet something the f. C. C. Proposed a set of open internet principles. The f. C. C. Tried in 2010 to put rules in place but most of those rules were overturned in court so the f. C. C. Tried to in a pragmatic way put into place rules that ensure theres not blocking of traffic, theres no degradation of traffic on the internet and so forth. But they also sought comment on a variety of different other approaches. So i think given the complexity of the situation, given all of the politics involved and all of the questions involved in this, i think they did a pretty good job. I think they asked the right questions and its absolutely appropriate so many people are writing in and commenting. This is a tremendously important issue. Matt wood is with free press. Hes their policy director. Mr. Wood what do you think . We think the f. C. C. Did ask some of the right questions but the path theyre proposing to do that ken is talking about, preventing blocking and degrading of traffic is not going ....

With that term . Guest you know huiwei back in 2001 i was sitting around playing with some ideas and broadband discrimination, Net Neutrality i put them onto paper and one of them just had to stick. Larry was talking earlier about the neutrality network. Net neutrality is a little catchier. I didnt think it would catch on but somehow it did did. Host well the president this week professor wu spoke about Net Neutrality. Here is a little bit of what he had to say. Im laying out a plan to keep the internet free and open and thats why merging the federal Communications Commission to do everything they can to protect Net Neutrality for everyone. They should make it clear that whether youd use a computer, phone or tablet internet providers have a legal obligati ....

[inaudible conversations] calling to order the subcommittee of vacations and technology. Good morning and welcome to first hearing of the 114 congress. I can think of no issue within our jurisdiction thats more important to consider at this time in the future of the internet and our responsibility as legislators to set internet policy for the country. Thats why we have put forward draft legislation to provide consumers the protections they deserve while not choking off investment and innovation. We have shared this draft out with both sides of allen made it available probably invited our Witnesses Today to give us their views on this draft proposal and i thank all of our witnesses for their participation. Fiscal problem that is much more severe. So i think the discussions of the dynamic scoring cannot let it us slip into a place where we look the other way and theres a highrisk that some of the decisions we make will leave behind a big fiscal mess. Ive had the misfortune of inheriting fiscal messes and taken great pride in cleaning them up and i think we have to be careful and not create those problems. You spoke approvingly of the ryan murray spending bill that helps us avoid the shutdown but that build left in place some caps on domestic and defense appropriations in 2011. Are you comfortable with a the level of those taxes . I never thought the caps were in the right place. I think we have a tremendously important need in this country that are both on the defense and nondefense side that will lead to a stronger economy and a stronger nation if we have the room to invest sensibly. In the context of the conversation about these kinds of issues there will have to be further discussion a ....

Defending every attack doesnt seem smart. Cant we go on offense . And he said, when i go beyond the line of defense, i cant do that without the sanction of congress. So it was very clear initially from the beginning that a president could defend against imminent attack without congress, although you should get congress on board later. Congress though had to declare war, any going on offense against anyone other than imminent defense, took a congressional declaration. That was the clear understanding. But we have gotten it wrong virtually sense the ink was dry. It doesnt matter whether president s or congresss or republican or democrat or wig or federalist, we have gotten it wrong. We have gotten it wrong because madison was half right but he want cynical enough. Madison described the provision of the war powers provisions as a check against executive power. The branch most prone po war, most interested in it. We put it in the legislative branch. He saw monarchs and executives overreach ....
