Introduction In February 2021, the European Union’s (EU) Foreign Affairs chief Josep Borrell arrived in Moscow to discuss “the fraught state of EU-Russia relations” [1] amidst the ongoing trial of opposition leader Alexey Navalny [2] and protests against his detention. As Borrell visited, Russia announced the expulsion of three European diplomats (one each from Germany, Poland and Sweden), who it accused of participating in the protests.
