Steve jon lewis says that it does not factor in race at all. It is constitutional. Race could not be the driving factor, which we all knew it was. Jon but because race and politics can and do overlap, critics say it is still unfair to minority voters. They have gone too far if they do not consider race at all. The new maps have marginalized minority voters and undermined the intent of the Voting Rights act.
