　　对此，人社部明确，“目前已经初步形成了新就业形态人员职业伤害保障模式的思路”。
　　放开就业地参保户籍限制，9月底前推出
　　根据权威统计，全国已有2亿左右灵活就业人员。目前大部分城市已经放开对灵活就业人员参保的户籍限制，特别是省内城乡户籍限制已基本取消。不过，仍有部分超大城市要求必须拥有本地户籍，才能在就业地参保。
　　“主要是部分一线超大城市的养老、医疗等社会保障水平比较高，如果完全放开参保户籍限制，将给当地带来较大财政支出压力。今年继续对灵活就业人员给予社保补贴，同时推动放开参保的户籍限制，将成为稳就业、保民生的重要举措。”业内专家说。
　　居民医保人均补助增30元，5月底前出政策
　　按此计算，城乡居民医保人均财政补助标准上调后将达到每人每年580元，同步提高个人缴费标准40元，达到每人每年320元；基本公共卫生服务经费人均财政补助标准上调后将达到每人每年79元。
　　医疗费用跨省直接结算全覆盖，2022年年底前完成
　　今年2月，我国新增15个省区作为普通门诊费用（不含门诊慢特病）跨省直接结算试点。目前全国已有27个省份开展门诊费用跨省直接结算试运行。
