There are three smiling men in this picture. The middle one is older, with a graying beard, high forehead and a pipe. He looks like a Cuban revolutionary. He is flanked on either side by younger men who look like hot students from the cafeteria. One has a mustache; the other wears glasses. The one with the glasses is Mohammed Dahlan, a bit of a dandy, who rests his elbow affectionately on the shoulder of the older man, Abu Ali Shahin. The smile of the mustachioed one, Marwan Barghouti, looks more like his infectious laugh, behind which is a self-deprecating sense of humor. (At our first meeting in 1997, he explained to me, at my request, how the Oslo Accords would lead to independence. At the end of his explanation, I said I didn’t understand, and he said, “I don’t, either.”) ....

Mahmoud Abbas decree gives Palestinians freedom of expression ahead of elections

Palestinian leader Mahmoud Abbas has issued a decree ordering the respect of freedom of expression ahead of legislative elections in May.
The step was demanded by Palestinian factions who discussed the polls in talks brokered by Egypt this month.
In a subsequent decree, Mr Abbas allocated seven seats for Christians in the 132-seat Palestinian Legislative Council. The council, which the Palestinian Authority president dismissed in 2018, had six representatives for Christians, who make up 1 per cent of the Palestinian population.
The
decree bans all police pursuits and detentions in the West Bank and the Gaza Strip, which is controlled by the rival Hamas group, for “reasons related to freedom of expression and political affiliation.” Prisoners held on such justifications must be freed, the decree says. ....

Fatah on verge of split ahead of Palestinian election that might still be nixed

March 31 is the last date to submit the lists running for the election to the Palestine Legislative Council scheduled for May 22. Presumably in that time the magician, Palestinian Authority President Mahmoud Abbas, and his loyal associates will do everything to prevent what has seemed inevitable for the past weeks: a split in Fatah into two if not three parts that will compete with each other against a united Hamas slate.
Nasser al-Kidwa – a senior politician whose name has been associated with reports of a faction contesting Abbas’ leadership – revealed the open secret, in an on-line symposium in which he took part, organized by Bir Zeit University. Kidwa, a member of the Fatah Central Committee, has in recent years been an internal critic of Abbas’ authoritarian control of Fatah and the PA. Last week he was absent from the Central Committee meeting, which was viewed as a forerunner to official confirmation that he is involved in an initia ....
