The approval of COVID-19 vaccines has raised hopes that the “new normal” of a post-pandemic world will start to emerge in 2021.
But international rights groups say civil society must be able to return to its “normal” pre-pandemic role to prevent a permanent expansion of overreaching government power.
They argue that civil society must provide checks and balances to ensure the rollback of temporary, emergency public-health measures imposed and sometimes misused during 2020.
Transparency International has long warned about “worrying signs that the pandemic will leave in its wake increased authoritarianism and weakened rule of law.”
“The COVID-19 crisis has offered corrupt and authoritarian leaders a dangerous combination of public distraction and reduced oversight,” the global anti-corruption group says. ....

Azerbaijan: Unease over Russian Forces in Karabakh

The deployment of Russian peacekeepers in Nagorny Karabakh as part of the November 10 ceasefire agreement has caused disquiet among many Azerbaijanis who fear it may impact on their own sovereignty.
According to the document s provisions, nearly 2,000 Russian forces will provide security in Karabakh territories remaining under Armenian control and in the Lachin corridor that connects Armenia with Stepanakert.
Opposition figures and civil society activists have expressed fears that the Russian deployment amounted to an occupation, with some warning that Russia could eventually hand territories over to Armenia. Many are worried that the peacekeeping forces will go beyond their current five-year mandate to ensure that Karabakh stays under Russian control in the long term. ....

Analysis: Nagorno-Karabakh War Transforms The Legacy Of Azerbaijani President Aliyev

Ilgar Mammadov, leader of the opposition REAL party, recently told RFE/RL that historians could find merit in Aliyev’s claim that he has continued the policy of his father, Heydar Aliyev, who was president from 1993 until his death in 2003, when Ilham took over.
“There is a need for big research by historians here,” Mammadov said. “But from a political point of view I can say that in 1994 a period when Azerbaijan was truly weak in military, political, and most importantly, economic terms Heydar Aliyev stopped the war without surrendering the country. He began to gain strength for the country that’s what Ilham Aliyev is saying now and managed to do so.” ....
