On April 27, 2021, CMS issued the fiscal year (FY) 2022 proposed rule for the hospital inpatient prospective payment system (IPPS) and long-term care hospital (LTCH) prospective payment system (the Proposed Rule). Among other proposals, the Proposed Rule proposes increases to IPPS and LTCH payment rates, repealing the market-based MS-DRG Relative Weight Policy, changing the new COVID-19 treatment add-on payment, changes related to Graduate Medical Education, changes to the Medicare wage index, revisions to the Medicare Geographic Classification Review Board rules, changes to organ procurement policies, proposals related to bad debt, Medicare DSH and uncompensated care payments, and proposed Medicare Shared Savings Program changes. Large employers are increasingly supportive of government intervention when it comes to tackling the rising cost of healthcare for their workers, according to a survey released Thursday from the Kaiser Family Foundation and Purchaser Business Group on Health.
Business leaders showed wide support for lawmakers pursuing policies that would improve price transparency (90%) and strengthen antitrust enforcement (92%) among providers, payers and drugmakers, the report found.
They also favor capping hospital prices in noncompetitive markets and limiting out-of-network charges, along with some of President Joe Biden s loftier healthcare policy goals, such as lowering the Medicare eligibility age.

New York City’s five pension systems have bounced back from a 4.4% return for fiscal year 2020 that missed an actuarial target of 7%, to return roughly 18% in the first seven months of fiscal year 2021, according to a report from New York State Comptroller Thomas DiNapoli.
Since fiscal 2012, the pension funds, which had approximately $239.8 billion in assets under management (AUM) as of November, have earned an average of 7.5% annually on their investments.
According to the Comptroller Office’s Review of the Financial Plan of the City of New York, pension contributions have stabilized after growing rapidly for many years, mainly due to higher-than-expected investment returns and savings from lower-cost pension plans enacted for employees hired after March 2012.
