2.1 Background
The conflict in northeast Nigeria over the past ten years has led to a total of 7.9 million people in need of humanitarian assistance in Borno, Adamawa and Yobe (BAY) states at the beginning of 2020 (compared to the 7.1 million recorded in January 2019). However, OCHA reports that the number has increased to 10.6 million at the end of 2020 due to the COVID-19 pandemic. The use of cash and voucher assistance (CVA) in the BAY states (Borno, Adamawa and Yobe) was strategized beginning in 2013 and operationalized from 2014. In 2019, over 1.5 million individuals were assisted through CVA by 39 partners in the BAY states. ....

helped 35,192 Somali refugees to return home since the exercise
begun almost two years ago.
The UNHCR said 327
returnees were supported to voluntarily return to Somalia
capital Mogadishu by flight from Nov. 1 to 15.
“Flight movements
have now resumed and are currently operating three days per
week. In total, as of Nov. 15, 35,192 Somali refugees had
returned home since December 8, 2014, when UNHCR started
supporting voluntary return of Somali refugees in Kenya, out of
which 29,091 were supported in 2016 alone,” it said in its
latest report.

In Adwa people are dying while they are sleeping,” said an official at the EEC meeting, reported the BCC. “Food and non-food items or other livelihoods are either looted or destroyed.if urgent emergency assistance is not mobilised hundreds of thousands might starve to death.
Malnutrition was already on the rise in Tigray, due to Covid-19 and the “worst locust swarm in 25 years” in the Horn of Africa, which hit Ethiopia the hardest. Efforts to stop the swarm came to a halt in Tigray due to the conflict. The conflict also exacerbated the situation, due to the cut-off of supply routes and the disruption of harvest season.  ....

THE Famine Early Warning Systems Network (Fewsnet) has warned that African migratory locusts and fall armyworm may hamper the 2020/21 agriculture season output.
 
The risk of locusts, according to Fewsnet, is further worsened by the fact ‘the majority of maize crops are at the emergence to early vegetative stage’ where any pests or disease outbreak would cause wholesome damage. The African migratory locusts pose an ominous danger to most crops in the country given the damage it caused in East Africa, particularly Kenya.
Locusts are the most destructive migratory pest in the world. Ever since swarms of locusts from Yemen invaded Ethiopia and Somalia in June 2019, the pests have swept through Eritrea, Djibouti, Kenya, South Sudan, Sudan, Uganda and the Democratic Republic of Congo. ....
