Divided Board of Supervisors weighs in on drug-treatment facility for felons

The Yolo County Board of Supervisors voted this week to support in principle legislation that would allow the county to create a secure drug treatment facility for felony offenders who would otherwise be incarcerated in jail or prison.
The vote was narrow, with three supervisors in favor, one in opposition and one abstaining.
AB 1542 was authored by Assemblyman Kevin McCarty, D-Sacramento, in partnership with Yolo County District Attorney Jeff Reisig and Yolo County Supervisor Gary Sandy of Woodland. Sandy was joined by Supervisors Jim Provenza of Davis and Angel Barajas of Woodland in support of the bill, while Don Saylor of Davis opposed the motion and Oscar Villegas of West Sacramento abstained. ....

Letter of Opposition to California Assembly Bill 1542

Dear Assembly Members Jones-Sawyer and McCarty:
Human Rights Watch opposes the AB 1542 Yolo County pilot program that authorizes judges to sentence people to confinement in a locked treatment facility instead of prison or jail if the judge determines that their crime was motivated in part by substance abuse. We ask legislators to reject this bill and take a more holistic, rights-respecting approach to addressing problematic substance use and crime that may be connected to it.
The apparent premise of AB 1542 is that people with “Substance Use Disorders” (SUDs) have a medical condition that is best addressed through treatment as opposed to punishment. Human Rights Watch supports increasing the availability of evidence-based voluntary treatment for people who struggle with problematic use of psychoactive substances. However, this bill proposes forcing people involuntarily into “secured” or locked treatment, regulated by the courts, thus blurring the lines between medi ....

County supervisors approve fee waiver for restaurants, bars
Yolo County will waive food safety inspection fees on a sliding-scale basis for restaurants and bars that have lost more than 25 percent of their revenue due to the pandemic.
The Board of Supervisors voted unanimously to waive the annual fees, which range from $410 for bars to $789 for restaurants and $931 for restaurant/bar combinations.
The county will cover the cost of inspections with General Fund revenue of up to $200,000 and businesses that qualify and have already paid their fee for the year will be reimbursed.
